- The Naval Supply Systems Command, Fleet Logistics Center, Pearl Harbor (NAVSUP FLC PH), Regional Contracting Department is issuing this Sources Sought Notice to determine the following: 1. The availability of responsible socio-economic small business concerns (i.e. Historically Underutilized Business Zones (HUBZones), Service Disabled Veteran Owned Small Business (SDVOSB), etc.) that are capable of meeting the requirement at fair market prices to support a particular socioeconomic small business set-aside. 2. The availability of responsible small business concerns that are capable of meeting the requirement at fair market prices to support a total small business set-aside. 3. The availability of other than small business concerns (large businesses) capable of meeting the requirement to support full and open competition. The applicable NAICS code is 485510 (Bus Charter Industry) with a small business size standard of $19.0 million. BACKGROUND/OBJECTIVE: NAVSUP FLC PH, Regional Contracting Department, is contemplating the issuance of multiple FAR Subpart 13.303, Blanket Purchase Agreements (BPAs) in support of Naval Engineering Systems Command (NAVFAC) Pacific. The government intends to acquire non-personal support services for surge charter bus services, transporting Department of Defense (DoD) members throughout the island of Oahu, including on or within government installations. The contractor shall be responsible for all labor, transportation, equipment, supervision, and management, to safely and effectively transport passengers to and from specified locations. INSTRUCTIONS TO INTEREST PARTIES: Interested parties shall respond to this notice by completing the Attachment 1 - Bus Charter Sources Sought Vendor Response, and submitting electronically to Kristina Bazard, Contracting Officer, at kristina.n.bazard.civ@us.navy.mil no later than 3:00 pm Hawaii Standard Time (HST) on Thrusday, 04/20/2023. Hardcopy submission shall not be considered by the Government. Furthermore, submissions (electronic or hardcopy) of documents other than the completed tables such as capability statements shall not be considered by the Government. Vendors who have already responded to previous inquiries regarding this follow-on requirement do not need to respond to this sources sought. Prior responses will be considered as part of the market research. Please note that this is not a contract, Request for Quote (RFQ), a promise to contract, or a commitment of any kind on the part of the Government. Information obtained from this notice is for market research purposes only. The Government shall not assume any cost incurred by interested sources to respond to this notice.
