04/14/2023 STATUS UPDATE ONLY - NO RESPONSE REQUESTED This effort is still contemplated for the execution of a Follow-On effort. The milestones for package preparation are on going, However due to need and benefit of the Government, it is our intent to exercise the six (6) month option to extend services period, in accordance with (IAW) AMS Clause 3.2.4-34. Meanwhile, it is expected a release of the SIR will occur by close of business July 2023. Contact information below. ***� End of Update� *** -----------------------------------� The Federal Aviation Administration (FAA) is conducting a Market Survey to solicit statements of interest, attain information, comments, and capabilities from industry in accordance with FAA Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the procurement of Instructional Services that will support of FAA Academy, Technical Operations Training Division (AMA-400). Additionally, this market survey is being conducted to obtain information necessary to determine if adequate competition still exists among small businesses, SEDB/8a sources, and service disabled veteran owned small businesses. The FAA Academy, Technical Operations Training Division (AMA-400), provides technical training for technical personnel via course delivery to students at the Mike Monroney Aeronautical Center. �This includes, but is not limited to theoretical and practical training in one or more subjects on assigned National Airspace System (NAS) equipment and systems for field technical experts involved with the installation and maintenance of such equipment and systems. �FAA training procedures, guidelines, and methodologies are established for the FAA Academy and the Technical Operations Training Division (AMA-400). Historically, supplemental instructional delivery and development has been accomplished through the support of tasked contract services. The tasks require Instructors to deliver courses via prepared lesson plans and ensure stated course objectives are presented. The Instructors must utilize teaching methods such as lecture, lab demonstrations, and remedial discussion. Instructional learning environments include: in resident, virtual, and blended. The instructor may use or develop teaching aids such as, but not limited to, lesson plans, student guides, lab guides, handouts, wall charts, prepared notes, and use of actual lab equipment. �Contract instructors may also be required to provide support as subject matter experts in the development (electronic and written), revision, and maintenance of course materials, utilizing all applicable media. Under Title 49 of the United States Code (49 U.S.C.), the FAA is authorized to train employees as necessary in the exercise and performance of the powers and duties of the Administrator.� The interests of the public, the safety of the workforce, and the credibility of the organization are best served by having qualified, proficient, and current inspectors conducting surveillance, testing, and checking functions.� The principal North American Industry Classification System (NAICS) code for this effort is 611512; Flight Training. Vendors shall address the following components within their submittal: 1. COVER -Company Information: Please provide your - Cage Code AND SAM Unique ID - SAM.gov registry status (a screen-shot is acceptable as proof of registry) - Specify if you are a Large or Small business If Small Business; please define your status (8a, woman-owned, veteran-owned, etc.) - Point of contact, to include: name, title, telephone number, business address, and email address - Primary NAICS provided on previous contracts - Number of years in business 2. Requirements/Scope: � See Attached DRAFT Performance Work Statement (SOW) Please ensure your response covers all of the capabilities for all requirements called out in the SOW. The FAA requires the following be clearly addressed to include an answer to the inquiry and a brief discussion that is not limited to how, what, when, or why.� Page count (not including cover) for this information is limited to 25 pages (8�x11 one-sided), 12 font (Times New Roman), with a minimum of 1-inch margins) Contractors must provide an FAA-approved training program excluding any company-specific training being directly related to the successful completion of the training types in accordance with the attached SOW. Interested Vendors shall provide insight as to how they meet the requirements of the SOW in its entirety. The FAA anticipates this training will be Firm-Fixed-Price and Labor-Hour. About your organization: 1. Does your organization currently hold FAA approved training program(s)? � 1.1 When required per a SIR, the approved program(s) must include a course syllabus, including proposed additions/changes, in sufficient detail to determine compliance with the minimum hourly requirements of the effort. 2. What is the current relevant capability and level of qualified instructors within your organization 3. What is your Ability to meet regulatory requirements relating to: Quality Assurance Programmatic and personnel changes Classroom/Training Facility Security 4. Please provide a�Capability Statement � This document should identify: Type of training provided by your firm Number of years in business 5. Describe technology capabilities to meet the demands of a dynamic training environment. 6. Describe your corporate recruitment process, corporate investment in training/professional development: Include the following: � �� How resources are retained and trained to remain current when customer training environments are dynamic (i.e. need to increase pool of resources or skilled instructors meet market training demands). � �� Describe the corporate ability and commitment to meet/maintain certification requirements among resources, and identify the certification areas 7. Describe your current plan and how you will implementation to convert from classroom instruction to nearly virtual instruction 8. Describe the corporate methodology for implementation of Quality Assurance: � Provide examples of the corporate Quality Control Plan implementation and results. � Describe the corporate evaluation process to identify measurable performance standards 3.
