- Description
- The US Army Criminal Investigation Laboratory (USACIL) is conducting market research for the purpose of identifying products that can replace the functions of the Transaction Manager (TM) module of Universal Latent Workstation (ULW). The TM module organizes and tracks the status of latent finger and palm prints that are prepared and launched for search in the FBI�s Next Generation Identification (NGI) and pairs them with their respective search results for comparison. ULW TM interfaces with the other two ULW modules, Latent Editor (LE), for encoding the latent print, and Comparison Tool (CT), for comparing the search results. As a part of this effort, USACIL would like to host a vendor day for the purpose of identifying interested vendors who have a TM substitute. Incorporating LE and CT substitutes may be a future consideration. The software needs to be/have: -Browser based user interface with CAC enabled login security. -Cloud based or web-based application that can be maintained in an approved DISA Cloud Service Provider. -Encrypted SQL database or something of equivalent capability. No use of open-sourced databases. -Application compliant with current STIG security. -Application meets PII compliance if PII information is used. Functions needed are the ability to: -Conform to the FBI�s most recent Electronic Biometric Transmission Specification (EBTS). -Be compatible with ULW LE and CT. -Track the status of the latent print at its various stages with dates from upload to case completion (e.g., created, edited, submitted, response received, compared). -Upload latent print image files, at a minimum in TIFF, JPG, and BMP formats, to integrate with ULW LE for search encoding. -Send or provide for submission ULW LE search files [Latent Friction Ridge Feature Search (LFFS), Latent Friction Ridge Image Search (LFIS)] for launch into NGI. -Pull in NGI response files [Search Results-Latent (SRL), Image Response Request (IRR), Latent Transaction Error (ERRL)], preferably directly from an FBI CJIS interface [Law Enforcement Enterprise Portal (LEEP)] or email. -Upload SRL search response files, pair them up with the original search file, and integrate with ULW CT to view the latent and candidates side-by-side with the requested record features displayed. -Record and display decisions made (e.g., ID, exclusion) both in CT and in TM. -Integrate ULW LE to request and receive Electronic Fingerprint Transmission Specification (EFTS)/EBTS standards [Image Request (IRQ), IRR] of search candidates and relate them to the latent/candidate pair. -Clone prints with their associated search parameters so that they can be relaunched with minor adjustments to minutiae and parameters with each search clearly delineated from another.� -Allow an area for notes or comments for each latent. -Organize latent prints at least by case number with the ability to sort on other fields (e.g., date, latent number, examiner). -For each latent searched, display the latent number, Transaction Control Number (TCN), and a way to verify that the latent has been retained in or has been deleted out of the Unsolved Latent File (ULF) [i.e, ULF, Unsolved Latent Record Delete Request (ULD), and Unsolved Latent Delete Response (ULDR) status]. -Show the status of transactions including, but not limited to, LFFS, LFIS, SRL, ULM, ULD, ULDR, ERRL, in ULF, preferably in a tabular format. -Allow those other than the case examiner to readily pull up the same information and conduct comparisons for review while the case is open and after the case has been closed. -Associate an Unsolved Latent Match (ULM) to its relevant latent and display the results as a regular comparison. -Archive inactive cases and easily reactivate them, as needed. -Provide customer/tech support as needed.
