Notice of Intent to Sole Source The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source contract under the authority of FAR13.106-1(b)(1) to �Universidad Nacional Mayor de San Marcos � IVITA) , Office of Research Administration, 375 Calle German Amezaga, Lima, Peru for the delivery of the described requirement in support of �Naval Medical Research Unit Six (NAMRU-6). NAMRU-6 has a requirement to support ongoing research efforts to conduct a research to Non-Human Primate (NHP) studies. The research must be conducted in Lima, Peru. NAMRU-6 �is currently engaged in preparation and testing of a Aotus nancymaae (owl monkey) non-human primate (NHP) as a model organism. NAMRU-6 has been developing the A. nancymaae model for over 15 years, recent changes have necessitated the desire for a large multi-year contract. First, several technologies, against diarrheal diseases have matured to the stage where large scale NHP testing is appropriate and necessary for eventual testing in humans. NAMRU-6 and our collaborators recently secured multi-year grants to fund testing these new technologies.� The A. nancymaae model is ideal for testing these technologies, but NAMRU-6 researchers need a stable, reliable mechanism for acquiring these animals. The second recent development has been the effect of the COVID-19 pandemic on NAMRU-6�s supplier of A. nancymaae. The supplier has had difficulties maintaining the breeding colony of Aotus and needs assurance that NAMRU-6 will purchase A. nancymaae. This contract will provide the mechanism whereby NAMRU-6 researchers will have access to the animals they need to conduct the testing of these new therapeutics. �Conduct research in an ethical and humane manner that minimizes long-term health affects if possible. All NHP research will be governed by an IACUC approved protocol. NAMRU-6 will inform the contractor at the time of the purchase if and how many animals will be used for lethal studies The proposed period of performance for this requirement is 48 months. NAICS Code: 611310 - Colleges, Universities and Professional Schools. The small business size standard, for NAICS Code 611310, is $34.5M in dollars. If capable sources are not identified through this notice, then NMRLC intends to award a sole source contract under the authority of FAR 13.106-1(b)(1) to Universidad Nacional Mayor de San Marcos � IVITA. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 10:00 AM Local Time, 2 May 2023 (15 days).
