Description
The Naval Air Systems Command (NAVAIR) PMA-280, Patuxent River, Maryland intends to negotiate and award a Cost-Plus-Fixed-Fee (CPFF) Delivery Order under Basic Ordering Agreement (BOA) N0001920G0007 to Raytheon Missiles & Defense (RMD), 1151 East Hermans Road, Tucson, Arizona on a sole-source basis to perform all work necessary to finalize M-code integration upgrades to the TTGTS. Tasking includes, but is not limited to, assembly, test, install, and check-out of the TTGTS development unit to incorporate M-Code capability in accordance with specification requirements, the preparation and submission of engineering drawings as part of a Technical Data Package (TDP) to document configuration, the modification, testing, documentation, and delivery of TTGTS software to support all Tactical Tomahawk missile configurations, the addition and integration of the Anti-jam Global Positioning System (GPS) Receiver (AGR), system verification documentation, and TTGTS operations and maintenance manuals. The period of performance anticipated for this effort will be 12 months. The anticipated start date is November 2023. Raytheon is the sole manufacturer of the Tomahawk Missile System. �This action is being awarded on a sole source basis to RMD in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" RMD is the sole designer, developer, and producer of the Tomahawk Cruise Missile and is the only known source that possesses the requisite knowledge and expertise required to perform this effort within the required schedule. Also, RMD is the only source that possesses the totality of engineering and technical data required to perform these efforts. NOTE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement, which shall be considered by the Navy. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives.
