- The Government's intent to re-activate this opportunity is to inform the public that this draft Request for Proposal (RFP) has been cancelled. The U.S. Air Force has decided to go in a different direction. This notice will become inactive on May 17, 2023. THIS DOCUMENTATION IS RELEASED AS A DRAFT REQUEST FOR PROPOSAL (RFP), INTENDED FOR MARKET RESEARCH ONLY. While a future requirement is anticipated, this is not yet an official requirement. This information is being released with intent to improve the understanding of Government requirements and industry capabilities. The goal is to allow potential offerors to judge whether or how they can satisfy the Government�s requirements, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. Funds are not presently available for this effort. No award will be made under this release. The Government has no obligation to reimburse for any costs incurred as a result of this release. In the event the identified requirement becomes an official solicitation, pre-solicitation announcement and publication requirements will be complied within appropriate timeframes.� The United States Air Force (USAF) seeks a Mobile Air Traffic System (MATS) that provides Air Traffic Control (ATC) radar processing and display (automation) capabilities that are part of an integrated ATC, Battle Management, Command, and Control (BMC2), and Unmanned Aircraft Systems (UAS) negation processing system suitable for use at contested deployed sites. The MATS must be capable of ingesting multiple types of tactical sensors (including AF, Joint, and Allied radars, and tactical data networks directly or via a sensor network/grid) demonstrating improvements in the overall efficiency and effectiveness of operations (i.e., ATC, Force Protection, and Air Base Air Defense) in a deployed forward operating/contingency location. The MATS PS&D effort will develop and demonstrate a processing suite to mature and validate operational capability requirements and refine technical performance requirements. A draft RFP outlining the Government�s requirements is attached to this announcement. All comments regarding the draft RFP should be submitted to the Government Agreements Officer (AO) for this effort, Richard Williams, richard.williams.66@us.af.mil, and Contract Specialist, Kelsey Ribeiro, kelsey.ribeiro@us.af.mil. Comments are due no later than 27 February 2023, 5:00pm EST.
