- REQUEST FOR INFORMATION (RFI) REQUIREMENT: INDUSTRY INPUT ON CHANGE TO Military Standard (MIL-STD) MIL-STD-188-164C - DEPARTMENT OF DEFENSE INTERFACE STANDARD: INTEROPERABILITY OF SHF SATELLITE COMMUNICATIONS TERMINALS (November 16, 2018) Defense Information Systems Agency is seeking Industry feedback to proposed changes to MIL-STD-188-164C.� THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITIATION IS AVAILABLE AT THIS TIME. 1.0� Overview/Purpose The Department of Defense (DoD) is soliciting industry to provide comments on the MIL-STD-188-164C C1 Draft, and to prepare responses to satisfy unique DoD requirements for the Draft.� Responses should include, but are not limited to, the following areas of interest: 1) Management of Cross Polarization Interference. 2.0� Scope of Effort Background: The continuing (and rapid) evolution of terminal capabilities presents a number of challenges to developing relevant and useful terminal design requirements.� In recognition of this, a number of adjustments have been made in the Draft for MIL-STD 188-164C C1.� In the process of drafting the new MIL-STD, a number of areas have been identified where additional investigation is necessary to craft a useful MIL-STD.� In the interest of issuing meaningful guidance as soon as possible, it has been decided to pursue issuing MIL-STD 188-164C C1 in the near future while simultaneously investigating various areas of interest with the intent of including any updates to those areas in a future Change. 3.0 Requested Information Management of Cross Polarization Interference:� information is sought regarding how industry actively manages cross polarization interference (on both commercial and government satellite networks) considering: -� The need to optimize co-frequency opposite polarization spectral resource usage; -� The need to protect co-frequency opposite polarization spectral resource users from interference (including adjacent satellite network operators); -� The need to protect spectral resource users from interference from adjacent satellite network operators; -� Adherence to EIRP spectral density agreements with adjacent satellite network operators; -� Terminals which exhibit poor and/or varying cross polarization antenna gain patterns, especially those utilized on airborne platforms. Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received in this RFI that is marked �Proprietary� will be handled accordingly.� Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed.� In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
