- 1.0 INTRODUCTION. The following Performance Work Statement is for the repainting of Aerospace Ground Equipment (AGE) currently used by the Savannah Combat Readiness Training Center (CRTC) in Garden City, Georgia.� The number of pieces of equipment to be painted annually will vary and be continuously rotated; quantity and frequency will depend on funding and equipment availability.� A complete list of equipment is attached.� The AGE Element will prioritize the pieces each annually, based on the condition of the equipment. 1.1 Organization. 1.1.1 Identification.� Georgia Air National Guard (GA ANG), Savannah CRTC AGE Element, 1401 Robert B. Miller Jr. Drive, Garden City GA. 31408 1.1.2 Mission. The GA ANG and the Savannah CRTC realize it is imperative that every effort be made to minimize corrosion and preserve the structural integrity of its AGE equipment to meet the rigorous support requirements of the Combat Readiness Training Center.� To accomplish this, the CRTC wishes to outsource the stripping, preparing, priming, painting, and stenciling of 102 pieces of its ground support equipment fleet. The AGE Element anticipates that by properly repairing any existing damage caused by corrosion and renewing the outer surfaces of its equipment, thereby reducing the odds of any future corrosion related damage, the service life of the average piece of equipment can be extended almost indefinitely, thus improving the AGE Element�s ability to keep up with the demands of the CRTC mission, for the foreseeable future. 2.0 TECHNICAL REQUIREMENTS 2.1 Scope of Work. This requirement is for non-personal services that do not require the direct supervision of contractor employees.� The selected contractor will be responsible for transportation of AGE equipment to and from its facility and the AGE Element, located in building 197, at the Savannah CRTC, in accordance with local and state department of transportation and DOD guidelines as well as the overall appearance and condition of the equipment in accordance with Air Force Technical Orders (see Task Description).� Acceptance of the finished product will be at the discretion of the COR and AGE Element leadership.� The selected contractor must ensure it has acceptable means for transporting equipment as well as adequate facilities for capturing dust created in the sanding/stripping process, capturing fumes and overspray created in the painting process as well as processing and handling any hazardous materials or waste generated in the overall process in accordance with state and federal environmental directives.� The scope of work for this PWS is as follows: 2.2 Task Description. Repaint and re-stencil AGE in accordance with Air Force Technical Order 35-1-3: The GA ANG requires AGE Equipment to be one color, Air Force Grey (see Service Delivery Summary for specifics.� The GA ANG currently has several pieces of AGE equipment that vary in color, need repair, and need to be repainted. The equipment is located at Building 197 (AGE Maintenances Shop), at the Savannah CRTC. 3.0 ESTIMATED WORKLOAD AND DURATION� 3.1 Workload. The estimated time to perform the repainting of AGE equipment will vary based on the size and shape of each piece of equipment as well as its overall condition at the time of pick up. The estimated time may vary between 10 (ten) and 40 (forty) hours per piece of equipment. Some equipment may need sanding or sandblasting more than others or require small dent and/or corrosion repair. The AGE element will select 4-6 pieces of equipment per year on a rotating basis, quantity and frequency will depend on funding. The equipment will be selected by the Contracting Office Representative (COR), based on price and condition of the equipment. 3.2 Duration.� The period of performance is 5 (five) years, from date of contract award. 4.0 PERFORMANCE STANDARDS / SURVEILLANCE / CORRECTIVE ACTION 4.1 Environmental Requirements: All actions shall be in full compliance with all applicable Federal, State and local environmental laws and regulations including but not limited to:� pertinent Occupational Safety and Health Administration, Department of Transportation requirements, National Environmental Policy Act, Clean Water Act, Clean Air Act, Endangered Species Act, Toxic Substances Control Act, Resource Conservation and Recovery Act as amended by the Hazardous and Solid Waste Act, and Comprehensive Environmental Response and Compensation and Liabilities Act as amended by Superfund Amendments and Reauthorization Act.� The Contractor shall assure that all activities performed by personnel, subcontractors and suppliers are executed as required by these laws and regulations.� Nothing in this statement of work shall relieve the Contractor of his responsibility to comply with these laws and regulations.� The Government Environmental Office reserves the right to inspect the Contractor�s facilities for compliance at any time. 4.2 Permits / Licenses / Certificates for Proper Disposition of Lead Paint. �The Contractor shall meet the substantive and/or administrative requirements of all Environmental Permits, Licenses, and/or Certificates required by this contract.� Providing false information to the Contracting Officer will result in immediate disqualification of the interested contractor, rejection of his proposal, and any additional legal action necessary.� The Government reserves the right to verify the authenticity of all documents. 4.3 Transportation, storage, treatment and/or disposal of hazardous wastes.� The contractor will pick up and deliver all AGE equipment.� The Contractor shall ensure that their personnel and all subcontractors handle, transport, store, treat and/or dispose of all hazardous wastes as required by applicable laws and regulations.� � 4.4 SERVICE DELIVERY SUMMARY (SDS). Performance Requirement Standard Surveillance Corrective Action for Unsatisfactory Work Prep for paint Completely strip old paint from units and prepare for painting, to include treatment of corrosion and repair of small dents, in accordance with technical orders with all waste disposed of properly; 100% of the time. Visual Inspection by the COR, that every piece of equipment was prepped according to specification. Re-performance at no additional cost to the Government. Disposition of paint once it is removed Contractor will dispose of paint according to state and federal law and regulations; 100% of the time. The COR will receive documentation that proper disposition of paint was accomplished. Result in immediate disqualification of the interested contractor. Paint equipment Once prepared, paint equipment using the Epoxy primer MIL-PRF-23377 then it will be painted with the paint matching the MIL-PRF-85285, Type I color number 26173: Gray. Polyurethane Coating with a proper mix ratio and appropriate Primer will be used 100% of the time. Visual Inspection by the COR that each piece of equipment was painted according to specification. Re-performance at no additional cost to the Government. 4.5 QUALITY CONTROL � The Contractor shall develop a quality control program to ensure the requirements of the contract are provided for and meet all requirements of the Performance Work Statement, all federal, state, and local law, regulations, and procedures.� The program shall include as a minimum: ����� (1)� An inspection system covering all the supplies and installation services to be performed under the contract. (2)� A method of identifying deficiencies in the quality of supplies delivered and/or installation services performed before the level of work is deemed unacceptable. Establish and maintain a file of any corrective actions taken.� This file shall be made available to the Government during the term of the contract. 5.0 WARRANTY.� The contractor shall warrant all work performed under this contract for a period of at least 90 days.� Defective repair work, painting and/or stenciling shall be repaired by the contractor at no cost to the government during the warranty period.� Abuse or misuse by Government personnel, normal wear and tear, or Acts of God are excluded from the warranty.� 6.0 EQUIPMENT LOCATION.� 1401 Robert B. Miller Jr. Drive, Building 197, Garden City, GA. 31408 7.0 OPERATING HOURS.� The AGE Element�s operational hours are from 0700 � 1500, Monday � Friday.� The Contractor will schedule the pickup and delivery of equipment with the COR during the normal duty hours of the AGE Element. 8.0 GOVERNMENT PROVIDED PROPERTY/SERVICES. �Except for the AGE equipment to be painted, there is no Government provided property or services for this PWS. 9.0 INSURANCE.� Before commencing work under this contract, the contractor shall certify to the Contracting Officer, in writing, that the required insurance has been obtained of 1 (one) Million dollars for contractor owned property.� The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government�s interest shall not be effective (1) for such period as the laws of the state Georgia prescribe or (2) until 30 days after the Insurer or the contractor gives written notice to the Contracting Officer, whichever period is longer. Federal Acquisition Regulation (FAR) Clauses 52.228-8, 52.228-9 and 52.228-10 will be included into the contract. �
