- Army Contracting Command - Rock Island (ACC-RI) is seeking long term potential sources to fabricate and deliver Sheet Metal Parts used for M8 SMOKE POT (DODIC K511, NSN Container: 1340-01-609-4115, NSN Outer Cover Assembly: 1340-01-609-4110, NSN Inner Cover Assembly: 1340-01-609-4104) production. This is a market survey for information purposes only and not a request for proposal or announcement of a solicitation. Below is a description of the item: Item: M8 Smoke Pot Metal Parts Kit (Container, Inner Cover Assembly, and Outer Cover Assembly) The M8 is a burning type smoke pot used to generate white smoke. It has a thin sheet metal cylindrical body, approximately 12 inches in diameter and 13.5 inches in height. The M8 Smoke Pot component kit includes a double rolled seam can (or body), two lid (cover) assemblies with handles, a threaded fuse adapter, stamped plug closure, metal clamp, gasket and coordinating hardware. Parts are manufactured in a variety of methods including stamping, forming, machining, and welding. The metal parts required are the container, inner cover, outer cover, and components for the M8 smoke pot and shall be in accordance with the following drawings***/specifications: Container in accordance with Drawing 36-2-226 Rev N dated 29 June 2021,�Dash No. 30.� -30 Body, Crimped Design: Steel Sheet, Carbon, Cold Rolled,�Drawing Steel (DS), 024 Inch Nominal Thickness Inner cover and components in accordance with Drawing 36-2-227 Rev G and the following components: Inner Cover, P/N: 36-2-228, quantity 1 each, Drawing 36-2-228 Rev G� Gasket, P/N: 36-2-225, quantity 1 each,�Drawing 36-2-225 Rev E Handle, P/N: 36-2-133, quantity 1 each,�Drawing 36-2-133 Rev L Lug, Handle, P/N: 36-2-193, quantity 1 each,�Drawing 36-2-193 Rev J Adapter, Fuze, P/N: 36-2-312, quantity 1 each,�Drawing 36-2-312 Rev C Nut, Jam, Hexagon, P/N: AN316-12, quantity 1 each Outer cover and components in accordance with Drawing 36-2-128 Rev L and the following components Gasket, P/N: 36-2-225,� Drawing 36-2-225 Rev E Handle, P/N: 36-2-133 Lug, Handle P/N: 36-2-193,�Drawing 36-2-133 Rev L Clamp, P/N: 36-2-127, Drawing 36-2-127 Rev P, Drawing 36-2-313, and Drawing 36-2-313S0002 ***The drawings for this requirement are restricted and is available by requesting access via SAM.gov. The vendor shall select the link of the drawings and complete the necessary information requested to gain access. The vendor�s Data Custodian MUST be the one requesting access. Vendors MUST enter CAGE Code or will be rejected.� For additional information on how to gain access to the restricted drawing please visit the following website: https://dodprocurementtoolbox.com/site-pages/contract-opportunities Requirements call for sustained production for five years (5 year IDIQ) for the M8 metal parts, from approximately October 2024 through September 2029. Estimated quantity per year: FY 25: 3,600�� FY 26: 3,600�� FY 27: 3,600 FY 28: 3,500 FY 29: 3,500 Interested contractors should submit their responses to this Notice no later than 19 May 2023 at 3:00pm CST. A response to this survey should show adequate technical and manufacturing capability and the satisfactory past performance in the metal parts forming industry of the respondent. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate the ability to obtain those resources in a timely fashion. Respondents should provide the following information for the evaluation to enable the Government to develop acquisition plans and to meet the aforementioned production requirements. 1. Submit a basic manufacturing plan that summarizes how each of the components will be produced. Subcontracted work (if any) or from another source should be identified along with the country of origin. 2. Identify the manufacturing equipment required to produce each component. List the equipment that would be in-house and sub-contracted. 3. Provide current or previous experience in manufacture to the Technical Data Package List or representative items, including potential capacity, required start-up efforts and past performance history. 4. Provide estimated production capability rate for the components. 5. Identify the equipment and systems used to paint and finish each metal component. 6. Present the expected lead times for the design, fabrication and qualification of the tooling and equipment required to produce and inspect these components, if applicable. Include any information on long-lead materials or schedule drivers as well as your expected time from contract award to first delivery. 7. Indicate any supply chain constraints, material scarcity or price volatility currently experienced or anticipated. 8. Briefly summarize production and technical qualifications of permanent personnel including level of experience in producing these or similar metal components. 9. Provide a brief description of the quality management system to be used and identify any associated certification(s) (i.e. ISO 9001-2000). 10. Submit organization name, CAGE Code, business size/classification, point of contact, and contact information. Additionally, a potential contract for either the item may require the contractor to: a) Develop tooling, fixtures and production processes to produce the components. b) Develop gauges, fixtures and a plan to inspect the components. c) Produce a first article sample for Government evaluation and approval 120 Days After Contract Award (DACA) and initiate production delivery 210 DACA. d) Follow normal delivery schedule for subsequent option years/ordering periods, when and if exercised/executed. e) Execute product improvement projects for the manufacture and design of the components. Delivery shall be FOB Destination: Pine Bluff Arsenal, Pine Bluff, AR. The respondent should provide sufficient details to the government so as to make a reasonable assessment on the capability. This information is for reference and planning only, and the Government will not pay for any information submitted or for cost associated with providing this information. Proprietary responses will be protected in accordance with the markings. The North American Industrial Classification (NAICS) codes for these items are 332999 for M8 Smoke Pot Metal Parts Manufacturing respectively and the business size standard is 1,750. Please provide your business size based on the NAICS code provided. The drawings for this requirement are restricted. A new procedure for accessing restricted and unrestricted technical data through the SAM.gov website is in effect. Contractors must have an SAM.gov account prior to accessing any TDP(s). ACC-RI will no longer make Technical Data Packages (TDPs) available to order via CD-ROMS. You may request the drawings however, due to export restrictions, you must first be certified with US/Canada Joint Certification Program and obtain a certified DD Form 2345. To obtain certification, you may go to the website at https://www.logisticsinformationservice.dla.mil/jcp/Default.aspx. Once certified, the data custodian listed on your company's certified DD Form 2345 must submit the request for TDP access in SAM.gov. To request access to the drawings, click on the drawing link provided in the Attachments section of this sources sought. The data custodian must be the one to complete this request in SAM. ACC-RI�s SAM.gov POC will review the request and accept or reject the access request based on the information submitted.� Please allow 2-3 working days to process your request.
