Description
The Federal Aviation Administration (FAA) has a requirement for Centralized Bench Stock (CBS) Support. The FAALC is seeking to establish a support contract to acquire services that will operate secured, caged, consolidated bench stock (CBS) rooms at the FAA Logistics Center, as well as auxiliary storage locations for metal and cable for equipment purchased, repaired, and stored at FAALC facilities in Oklahoma City, OK in support of National Airspace Systems (NAS) and other government agencies.� This award will provide the capability to acquire hours as needed for multiple labor categories related to Centralized Bench Stock support operations, as described in the Statement of Work (SOW), Attachment 1 to the SIR. It is anticipated that an Indefinite-Delivery/Indefinite-Quantity contract with Time and Material Labor Hour pricing arrangement will be awarded in response to this solicitation. The NAICS code applicable to this requirement is 493110 General Warehousing and Storage. The business size standard for this NAICS is $30.0M. This requirement is 100% set-aside for competition among Service-Disabled Veteran-Owned Small Businesses. Contractors must be registered with the System for Award Management (SAM), www.sam.gov, on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), ""if the offeror does not become registered in SAM in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror."" The FAA reserves the right to review and verify each offerors program eligibility. A site visit is scheduled for April 25, 2023 at 2:30 CT. Offerors should meet Connie Houpt, Contracting Officer, at the Mike Monroney Aeronautical Center Visitor Center, 6501 Mike Monroney Blvd, Oklahoma City, OK 73169, to be escorted on site. Please send notification of intent to attend the site visit to connie.m.houpt@faa.gov no later than 2:00 April 24, 2023. A Lowest-Priced, Technically Acceptable (LPTA) evaluation will be conducted to make an award determination. Your attention is directed to Sections L and M of SIR 6973GH-23-R-00023 for instructions for preparation and submission of proposals.� The SIR includes an evaluation of past performance.� Offerors are required to provide Past Performance Questionnaires to customers/contractors who are familiar with the work ethic, standards, performance, and deliverables demonstrated through previous or ongoing contracts of similar nature.� Offerors will complete Page 1 and Page 2, Section A of the Past Performance Questionnaires, Attachment 7 to the SIR, and then provide the questionnaires to their customers, who will in turn complete and return the questionnaires directly to the Contracting Officer by the due date specified on the questionnaires.� Three (3) to five (5) Past Performance Questionnaires must be submitted directly to the Contracting Officer.� Questionnaires received after the established due date may not be evaluated. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR�process. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
