Description
*Anticipated solicitation release date: 28 April 2023. Site-Visit RSVP required by 05 May 2023. See below for more information and reservation requirements.* SYNOPSIS The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for VA Portland Health Care System (VAPORHCS) Phase 1 - B108 Parking Garage Expansion Construction Contract. Project Scope: The project is located adjacent to the Oregon Health Sciences University (OHSU) campus on Marquam Hill in Multnomah County, Oregon. This project includes the construction of two (2) additional floors (approximately 150 parking spaces) of staff parking in structure B108 including the seismic retrofit of the existing structure to meet current VA seismic performance criteria. New architectural panels and anti-harm screening will be added to the existing structure and repeated on the two new levels. The existing elevator will be extended in its current location to serve the two new levels. Fire protection sprinklers will be added to the first two levels of the structure including controls and the existing fire detection and alarm system will be expanded to the two new floors. An air quality exhaust HVAC system will be added to the first two levels including controls. The fire sprinklers will be fed from a new water main extension to be routed from another location across campus and down US Veterans Road. The existing stormwater conveyance system will be expanded, and a new stormwater detention system will be installed adjacent to B108. Magnitude of Construction: The estimated cost of the project is between $10,000,000 and $25,000,000. Period of Performance: September 2023 � July 2025 Set Asides and Codes: This is an UNRESTRICTED FULL AND OPEN COMPETITIVE ACQUISITION. The North American Industrial Classification Code (NAICS) for this requirement is: 236220, �Commercial and Institutional Building Construction�. The related size standard is: $45M. Acquisition Strategy: This acquisition will be solicited in accordance with FAR 15 Contracting by Negotiation.� The contract will be awarded using the provisions of FAR 15 utilizing �Best Value/Trade-Off Analysis� procedures. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and price factors, which offer the best value to the Government. This acquisition will result in a single fixed-price contract. Proposal Period: The solicitation is scheduled for release on or about 28 April 2023. The tentative date for receipt of proposals is on or about 12 June 2023. Site Visit:�An organized site visit has been scheduled for Friday, 12 May 2023, from 0900 to 1130 PST. If Parking is full the Contractor will need to find parking offsite. Contractors are encouraged to carpool to the maximum extent possible. Parking is located in Lot 5 on the Portland VA medical Campus at: 3710 SW US Veterans Hospital Rd, Portland, OR 97239. The entrance to Lot 5 is controlled by a swing arm, a Government Representative will meet the Contractor at the entrance to Lot 5 and provide direction to the parking area. The Pre- Bid Site Walk will start on the top of the B108 Parking Structure. See Attached Site-Visit Parking Map for Information.� Plans and Specifications: The Plans and Specifications be posted on the SAM.gov website once the solicitation is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award. THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON FBO ON OR ABOUT 28 APRIL 2023. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
