ANTICIPATED PROJECT TITLE: Construct Deployable Airbase Systems (DABS) � Facilities, Equipment and Vehicles (FEV) Storage, Papa Air Base, Hungary AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU) NAICS: �236220, Commercial and Institutional Building Construction PLACE OF PERFORMANCE: �Papa Air Base, Hungary SOLICITATION NUMBER: W912GB23R0019 TYPE OF CONTRACT: The USACE NAU anticipates soliciting and awarding a Firm-Fixed-Price (FFP) stand-alone Design-Bid-Build (DBB) construction contract. This acquisition is for the construction of the DABS-FEV Storage at Papa Air Base, Hungary to achieve the objectives of the European Deterrence Initiative (EDI) Program.� The construction completion period is anticipated to be 700 calendar days after the Contractor receives the Notice to Proceed for the basic work. TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. DESCRIPTION OF WORK: �The general scope of work consists of the construction of controlled humidity warehouses; supply and equipment warehouses; and vehicle maintenance shop at P�pa Air Base, Hungary. Facilities provide materiel and vehicle storage, administrative and maintenance support. The facilities include overhead bridge cranes, a central wash facility, a weight scale, load banks, alarm systems, lightning protection, overvoltage protection, telecommunications hub, closed-circuit television, and information systems connectivity. Supporting facilities include vehicle parking; vehicle fueling station and tanks; testing facilities; security fencing and gates; loading and unloading area; environmental mitigation; site improvements (landscaping, grading, and paving); site utility systems (electrical, communication, gas, domestic fire and water, aboveground fire suppression water storage tank, sewer, and stormwater). SELECTION PROCESS: The Government intends to select a contractor for award using a best value trade-off source selection process. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $50,000,000 and $100,000,000. SOLICITATION WEBSITE: Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this, or any U.S. Government contract. Solicitation documents, plans and specifications will only be available via Sam.gov (https://sam.gov/) website. The solicitation will be available only as a direct download. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. NOTICE TO OFFERORS: The Government reserves the right to cancel any or all of the solicitation(s), either before or after the proposal opening with no obligation to the offeror(s) by the Government. SUMMARY:� The Government intends to hold a pre-proposal conference with site visit. PURPOSE:� The purpose of the pre-proposal conference is two-fold.� First, the United States Government will present a summary of the project scope and proposal instructions/evaluation approach. Secondly, Offerors will be given the opportunity to walk through the project site so they can visually assess the site conditions.� LOCATION: Offerors should meet at Budapest Marriott Hotel Conference room (Apaczai Csere Janos utca 4. Budapest, Hungary 1052) on 16 May 2023 at 10:00 AM local time for the pre-proposal conference.� Offerors should meet the following day at Papa Air Base main gate (GPS coordinates� 47�21'17.0""N 17�28'37.6""E ) on 17 May 2023 10:00 AM local time for the site visit. TIME/DATE: Pre-proposal conference: 16 May 2023 at 10:00 AM local time.� Site visit: 17 May 2023 at 10:00 AM local time. REGISTRATION INSTRUCTIONS:� Offerors must pre-register their attendees no later than 28 April 2023 at 1500 Central European Summer Time for the site visit.� To pre-register, complete the site visit attendee information sheet (attached to this notice) and submit via email to USACE Project Manager Khang Ho at khang.n.ho@usace.army.mil and Contract Specialist, Shawna West at shawna.m.west@usace.army.mil.� IMPORTANT: Offerors MUST pre-register in order to attend the site visit.� Any individuals planning to attend must register in advance with their full name, Gender, organization name, job title, Citizenship, Passport #, Passport Expiration, DOB, Place of Birth, or they will not be permitted access to the sites�please use the attendee information sheet attached to the RFP.� Also, space may be limited and as a result the number of attendees per company may be limited.� Offerors are advised to register no more than four individuals, and space may be limited to less than that.
