Description
This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, �Repair Building 2077, Schofield Barracks, Oahu, Hawaii� project as described within this announcement. This project is a Design-Bid-Build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR Part 15.� The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification code (NAICS) for this requirement is 236220. The Small Business size standard for this NAICS code is $45,000,000 annual average revenue. The Government intends to award a firm-fixed-price construction contract as a result of this solicitation. Interested Offerors should register as a Vendor in Procurement Integrated Enterprise Environment (PIEE) in order to participate in the upcoming solicitation once issued. Project Description: Building 2077 is a 5-story, non-historic building located at Schofield Barracks, Hawaii, built around 1998. The general scope is to repair or replace deteriorated and failing building components, which includes demolition and repair of existing interior walls and/or interior finished, replacement of failing HVAC, lighting, electrical, communication, fire alarm, and plumbing. Repair work shall meet or exceed Unaccompanied Enlisted Personnel Housing (UEPH) Army Standards (10 Jul 2012) and comply with Standard Design layout per 2/1 Market Style Plan (20 Apr 2012) to the �maximum extent possible�. The design will comply with all applicable government criteria, including but not limited to all applicable Codes, Unified Facilities Criteria (UFCs), Army Standards, Center of Standardization (COS) standard designs, Technical Instructions, Directorate of Public Works (DPW) Policy Letters, and Architectural Barriers Act (ABA) Accessibility Standards for DoD Federal Facilities, etc. The estimated period of performance is 1,098 calendar days. The Government anticipates the acquisition will be lowest priced technically acceptable based on the following criteria: 1) experience; 2) past performance; and 3) price. Project magnitude is between $20,000,000 to $30,000,000.� It is the Offeror�s responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.
