DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought 36C24623Q0392 **This is a SOURCES SOUGHT NOTICE for market research purposes and not for solicitation.** In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government reserves the right to revise the Performance Work Statement, Statement of Work and/or other contract requirements before the release of any associated solicitation. This notice is not a Request for Proposals (RFP) or Request for Quotes (RFQ). Information provided in this notice is subject to change prior to release of a solicitation. OVERVIEW The Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for medical gas and alarm testing services supporting the W.G. Bill Hefner VA Medical Center, Salisbury VA Medical Center located in Salisbury, North Carolina. Forward all questions to the Contracting Officer identified below. SCOPE OF WORK Contractor shall provide all labor, time, travel, materials and equipment for the testing of the medical gas and alarms system. The services shall be carried out in accordance with manufacturer s specifications and the Healthcare Facilities Code, NFPA 99. The contractor shall inspect and test the entirety of the facility s medical gas system, including, but not limited to, piping, sensors, wiring, switches and alarm panels. Contractor shall provide a report of all findings and recommended actions for remediation of any parts that may fail inspection and testing. All testing and inspections shall be completed during normal business hours. On-site visits shall be coordinated with the COR. Contractor employees and technicians must check in with COR when arriving on site. SPECIFIC TASKS Certifications and Standards: Contractor s employees must be certified to carry out testing and inspection of gas and alarm systems. Contractor shall be able to present certifications if requested. Contractor s employees agree to comply with all masking procedure while inside the facility. Contractor will provide and ensure compliance with any PPE standards related to testing and inspection of Facility s medical gas system. Contractor s service and equipment be in conformance with all applicable NFPA, UL, OSHA, FDA-CDRH, TJC, and VA standards. Testing, Inspections, and Reports: All testing and inspections must be completed within 30 days of issuing PO. Report of findings and recommendations must be delivered within 10 days of testing. Schedule of Deliverables: Contractor must also complete the schedule of deliverables and ensure all testing and inspection of alarms and medical gas. Contractor shall provide certifications and equipment calibration certificates, if requested. Contractor shall complete testing and inspections within 30 days of receiving PO. Contractor shall provide report of findings and recommendations within 10 days of completing testing and inspections. (Vendor Service Report) Contractor shall issue invoice within 30 days of meeting final deliverable. Inventory of Master Alarm Panels: Contractor shall ensure inspection of the Inventory of Master Alarm panels and medical gas listed below. Building 21 4 master alarms with Oxygen, Air, Vacuum and associated points Building 2 6 master alarms with Oxygen, Air, Vacuum, Carbon Dioxide, Nitrogen, Nitrous Oxide and associated points Building 42 4 master alarms with Oxygen, Air, Vacuum and associated points Building 43 2 master alarms with Oxygen, Air, Vacuum and associated points SMALL BUSINESS REQUIREMENTS For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of set-aside requirements, if a solicitation becomes available, where the rule of two is met regarding a set-aside, including set-asides under 38 U.S.C. 8127 and 8128 for Service-Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) firms registered in the Vendor Information Pages (VIP) database, in accordance with priorities set by regulation.
