Description
The U.S. Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide a Commercial Off the Shelf (COTS) software system for use by the PAF to plan, schedule and track actions required for the C-130 aircraft depot maintenance activities from one single product. The system will provide the capability for the Philippine Air Force (PAF) to plan, schedule and track actions required for the C-130 aircraft depot maintenance activities from one single product. The system will include ability to create and manage work cards, estimate workload schedules, identify required tools, equipment, technical data, and manpower requirements to effectively forecast workload planning and scheduling. The system will also provide the ability to provide on-demand Integrated Master Schedule (IMS) reporting to include critical path and real-time schedule updates.� The expected outcome is the Contractor�s software system will provide the capability to effectively plan, manage and optimize required resource availability in the performance of the Lockheed Service Manual Publication (SMP) 515-C Inspection Program activities. The Contractor shall implement a software system within 45 days of contract award that will provide real-time maintenance planning and scheduling capability to effectively manage all Lockheed Service Manual Publication (SMP) 515-C Inspection Program and resultant maintenance repairs for the PAF C-130 aircraft. The Contractor�s software system shall provide the capability to effectively plan, manage and optimize required resource availability in the performance of the C-130 SMP activities. The Contractor shall provide initial on-site training on their software system after implementation for 30 days. The Contractor may be required to provide additional training guidance to the user to ensure the successful implementation of the system.� The Contractor�s training shall be tailored to the PAF�s requirements, such as specific training for maintenance schedulers, maintenance planners, maintenance technicians and if required, logistics support (supply and procurement).� The Contractor shall provide reach-back technical support to the PAF when required.� The Contractor shall provide a POC, email address and phone number for their technical support center. If required, the Contractor shall provide software module options to include specific modules for logistics (supply, procurement, warehousing, inventory management) and maintenance support functions (repair shops).� The specific options will be determined by the PAF. The Government anticipates utilizing a firm-fixed price (FFP) indefinite quantity/indefinite delivery (IDIQ) with a five-year period of performance (base plus four option years).
