Description
Archival of Slaps and Cores. Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to University of Arizona Laboratory of Tree-Ring Research (LTRR) for tree-ring archival. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. (LTRR) is, to the USGS' knowledge, the only source who is allowed to archive the tree samples according to a National Park Service agreement, designating the LTRR as its preferred tree-ring repository. Written permission for archiving the samples specifically at the LTRR was also been obtained in February 28, 2022 from the National Museum of Natural History (Smithsonian Institution). Only the LTRR offers a storage facility, has a sufficiently sized curatorial staff, provides instructions on how a researcher may archive samples there, and spells out policies and procedures for borrowers. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(1) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541690, Other Scientific and Technical Consulting Services, $16.5 Million. Responses or inquiries shall only be accepted through electronic mail addressed to yangzhideng@usgs.gov and must be uploaded and received in their entirety no later than April 28, 2023 at 1700 PST. Responses submitted by hardcopy or any web portal shall not be accepted or considered. STATEMENT OF WORK I. GENERAL INFORMATION A. Introduction and Background The U. S. Geological Survey (USGS) Earthquake Science Center, Seattle Field Office (SFO), requests permanent archival of irreplaceable slabs and cores from 700 old-growth Pacific Northwest trees. Funding for this service has been obtained, through a competitive grant, from the National Geological and Geophysical Data Preservation Program. USGS does not have the capabilities to curate the samples in this active manner. B. Scope The goals extend beyond conserving the samples into making them readily available for further use in scientific studies and public outreach. The anticipated uses extend beyond earthquake research into volcanology, hydrology, forest ecology, and botany. The criteria for acceptance of services shall be completion of archiving, as described under �Deliverables.� II. WORK REQUIREMENTS A. Technical Requirements Specific work requirements include cutting, mounting, and sanding of wood samples that have not already been processed in these ways, and scanning of 100 samples into a digital format for automated computer processing. The cutting of oversize samples, to be shipped to the lab in two crates, will be carried out in close consultation with Brian Atwater, Scientist Emeritus, Earthquake Science Center. B. Deliverables The main deliverable certified by Atwater will be completion of archiving that includes labeling, scanning, and shelving of each sample, and online posting of a catalog that provides metadata and links to sample scans. III. SUPPORTING INFORMATION A. Place of Performance Archiving and preparation for it will be done at vendor�s facility. B. Period of Performance For estimate only: Date of Award to September 30, 2023. C. Government Furnished Property (GFP) Since the middle 1990s, Atwater has served as custodian for the samples, which in that respect are Government property that will be transferred to the vendor�s tree-ring archive. With that exception, there is no Government Furnished Property required for this work.
