Description
This is a Notice of Intent to SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1)), and award a firm fixed price contract. The proposed simplified acquisition action is for W. B. Walton Enterprises, Inc.. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. The associated North American Industry Classification System (NAICS) Code is 334220, Hot-Air Plenum Deicing Maintenance Services. Interested vendors may identify their interests and capabilities to the requirement no later than 10:00 am EST, May 3, 2023 by email only to Donna.l.Cohee@noaa.gov (NO PHONE CALLS). The Government will consider all responses, but a determination not to compete this action is solely under the discretion of the Government. This action is under the authority of 41 United States Code (U.S.C.) 253(c)(3)(B) as set forth in Federal Acquisition Regulation (FAR) 13.106-1(b) [Soliciting from a single source]. There is a reasonable basis to conclude that the highly specialized services are available from only one responsible source and no other services will satisfy agency requirements. Further, award of this requirement to a different source would result in an unacceptable delay in fulfilling the agency�s requirements. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) intends to issue a sole source contract to W. B. Walton Enterprises, Inc.. The contract with Walton is to provide maintenance for heaters to prevent build-up of ice and snow on the antennas. �This is a new requirement and includes service for current requirement to provide preventive maintenance (PM) to reduce antenna interference on a 24/7 operation system.� These antennas provide critical data to protection our national security. This action will be for a period of performance of 3 months starting from the date of award. Walton Hot-Air Plenum De-icing is the only vendor who can provide the required services necessary to the HR 4/5/6 antennas at the WCDAS location. Walton is ready and capable of providing the required services and extensive market research has determined that there are no available alternatives. The Government has attached a Single Source Determination to support the need for a sole source award.
