- The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) intends to issue a sole source purchase order under FAR 13.5 procedures to Beckman Research Institute of the City of Hope, 1500 Duarte Rd, Duarte, CA� 91010, to provide Genomic Training and Education for Providers.� VHA has a requirement to provide flexible, self-directed/asynchronous courses from a list of accredited courses that meet acceptable academic and professional certification accreditation level of experience/skills where clinicians can learn at their own pace and on their own schedule.� Courses must be designed to facilitate distance learning. The Contractor shall provide an evaluation plan to evaluate students� competency upon completion of the course, and a structured course content� tracking and reporting functionality to allow for regular and ad hoc reporting to VA regarding participant progress and/or course completion. Precision Medicine, including Precision Oncology and addressing health disparities in cancer care are organizational priorities for the Veterans Health Administration (VHA) that fall under the Cancer Moonshot 2.0 initiative. As precision oncology practice is a standard of care, it is critical for all oncology providers to be competent in this domain. Tenets of precision oncology as standard of care for multiple cancers are published in numerous sources such as the National Comprehensive Cancer Network (NCCN) guidelines.� Precision Oncology is an approach to cancer treatment that considers the individual variability of patients, their tumors, and their genetic makeup. This approach seeks to tailor cancer treatment to each patient by identifying the unique molecular characteristics of their tumor and using that information to select the most effective therapies. The goal is to maximize treatment efficacy while minimizing toxicity and side effects. Advances in genomic sequencing technologies have greatly facilitated precision oncology by allowing for the identification of specific mutations and other genetic alterations that drive cancer growth. This approach has the potential to revolutionize cancer treatment by moving away from a one-size-fits-all approach to a more personalized and targeted approach that improves patient outcomes.� VA has implemented multiple efforts over the few years to increase genomic sequencing for Veterans with cancer.� However, providers� knowledge about the application of genomic-based therapeutics is widely varied. Any firm that believes it can fully provide the stated capability to fully meet the requirement is invited to submit a written notification to the Contracting Officer within fifteen (15) calendar days from the date of the date of this notice.� Supporting evidence must be furnished in sufficient detail to clearly demonstrate the firm�s ability to provide the stated capability and level of experience.� Such evidence must include demonstrated experience directly related to the requirement noted herein, and not be simply parroting the requirement information stated herein.� Information can be sent to the Contract Specialist at michael.collins7@va.gov.� No telephone calls or facsimile requests will be accepted.� Timely responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.� If no timely responses are received, VA will proceed with the sole source contract. 1. Contracting Activity: Acquisition Service 2 Strategic Acquisition Center�Frederick (SAC-F) U.S. Department of Veterans Affairs 5202 Presidents Court, Suite 103 Frederick, MD 21703 Requiring Activity: VA Veteran�s Health Administration 2. Description of the Action: This activity proposes to award a four (4) year non-competitive sole source award, consisting of a 12-Month Base Period and three (3) 12-month option periods, with Beckman Research Institute of the City of Hope, a Large Small Business, for services to provide Genomic Training and Education for Providers inclusive of flexible, self-directed/asynchronous courses from a list of accredited courses that meet acceptable academic and professional certification accreditation level of experience/skills where clinicians can learn at their own pace and on their own schedule.� Courses must be designed to facilitate distance learning.� The Contractor shall provide an evaluation plan to evaluate students� competency upon completion of the course, and a structured course content� tracking and reporting functionality to allow for regular and ad hoc reporting to VA regarding participant progress and/or course completion. The place of performance will be primarily performed at the contractor�s facilities. 3. Description of Supplies/Services The Contractor shall provide an online education/training course which serves to increase the number of VA clinicians who can translate rapid genomics advances into clinical genetic cancer risk assessment, precision treatment, management, and preventative care.� VA seeks to engage a vendor that has an established track record of genomics education and certification for medical clinicians (physicians and advanced practice providers) in the United States.� The VA requires this course to include a self-directed curriculum in which the VA providers can engage in training/education on their own schedule and at their own pace.� The vendor must provide a post-test assessment to ensure that course objectives have been met by each student as well as for documentation of competency.� Student progress and/or competency status must be kept by the vendor and reported to VA on an annual and ad hoc basis. �4. Authority Cited: This acquisition is conducted under the procedures of Federal Acquisition Regulation (FAR) 13.5 under the authority of 41 U.S.C. � 1901, Simplified Acquisition Procedures pursuant to statutory authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302- 1(a)(2) � Only One Responsible source and No Other Supplies or Services Will Satisfy Agency Require. 5. Reason for Authority Cited: IAW FAR 13.501� Special Documentation Requirements, the Government has performed market research including a Request for Information (RFI)/Sources Sought Notice (SSN) which was posted 30 NOV 2022, closing 21 DEC 2022 on www.SAM.gov. Of the responses, only one source, Beckman Research Institute of the City of Hope, was found to be fully capable of providing the required services. No other sources that responded were determined fully capable to perform the requirements.
