Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is N5046723RC00OA1. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intents to award a sole source contract for a RPG Protection System at Joint Base Charleston (JB CHS). The 628th Contracting Squadron intends to make an award to MANTECH ADVANCED SYSTEMS INTERNATIONAL, INC.�of Charleston, SC, 29406 for purchase and installation of one (1) QinetiQ Q-Net system on 1 (one) guard shack.. Market research was performed and information gathered in determining this company to be the only source for this requirement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to award is not a request for competitive proposals; however, responsible sources may submit a capability statement, proposal, or quotation that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: In accordance with FAR FAR 6.302-1. (1)Agency and Activity: 628 Contracting Squadron, Joint Base Charleston, SC (2)Nature of action being approved: Sole source acquisition. (3)The purpose of this acquisition is to provide QinetiQ Q-Net system and installation for Joint Base Charleston. (4)Justification Rationale: IAW FAR 6.302-1 One source is capable of providing due to ManTech being the only company in the Charleston area trained to install the�QinetiQ Q-Net system. (5)Demonstration of Unique Qualifications: QinetiQ's Q-Net RPG protection system was selected and installed on all existing guard shacks on the NPTU facility. The Q-Net installation was performed over two phases as groups of guard shacks were installed at NPTU. The final guard shack installation was completed a significant time after the original two phases of the installation, and the final guard shack was not included in the original Q-Net installation contract (FA441817P0095). As a result of the last contract, QinetiQ had to train personnel specifically for installation and they chose ManTech. QinetiQ does not do installation due to the difficulties of getting access to the area and coordinating the requisite equipment. (6)Description of Solicitation Efforts: IAW FAR 5.102(a) (1), this notice will be posted on the Government-wide Point of Entry (SAM.gov), but retained in the contract file to document the rationale for a sole source award. (7)The contracting officer has determined that the anticipated cost to the Government will be fair and reasonable based upon previous awards made for same supply and comparison to other agencies that offer the QinetiQ Q-Net system and installation. (8)Description of market research: Inquiry was conducted with competitive sources with recent acquisition history. All other protection systems received for the previous contract were considered technically unacceptable. To ensure standardization, the last�QinetiQ Q-Net system on the final guard shack will be installed. (9)Other supporting facts: ManTech is QinetiQ's sole authorized reseller and installer in the Charleston area since they were trained specifically for the previous contract to install 8 (eight)�QinetiQ Q-Net system's. (10)Interested Sources: None at this time. (11)Actions to prevent barriers that may lead to restricted consideration in the future: Due to several key features and the engineering that has already been performed to implement the Q-Net system, it is in the Government's best interest to not change products. We�will continue to conduct market research to find other vendors capable of providing protection system's capable of meeting the Government's need when new gaurd shack's are required. (12)This justification is accurate and complete to the best of the contracting officer�s knowledge and belief.
