- Description
- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Scintrex Ltd., using the procedures in FAR Part 13, to procure One (1) Scintrex CG-6 AUTOGRAV gravity meter (gravimeter). The National Geodetic Survey (NGS) requires a precise and portable relative terrestrial gravimeter for executing relative gravity surveys in support of gravity field models associated with the National Spatial Reference System (NSRS), which the Office of NGS defines and maintains. The NSRS is a consistent coordinated system that defines latitude, longitude, height, scale, gravity, and orientation throughout the United States. In addition to a network of Continuously Operating Reference Stations (CORS) supporting three-dimensional positioning activities, the NSRS includes a network of permanently marked points; a consistent, accurate, and up-to-date national shoreline; and a set of accurate models describing dynamic, geophysical processes that affect spatial measurements. For this purpose, a portable gravimeter must achieve gravity measurements that are as accurate or are more accurate than our portable absolute gravimeter (Micro-g LaCoste A10 Absolute Gravimeter) that is capable of measuring gravity accurately to 10-7 m/s2 or better (Equivalent to 10 microGal or Gal). Scintrex/Micro-g LaCoste is the only manufacturer of a quartz-based (non-clamping) relative gravimeter a system proven to have negligible offsets between measurements. Further, the CG-6 is paired with a corresponding gradient tripod system that allows for a single leveling set up saving valuable time in the field. In addition, the operation of the gravity is nearly fully automated. No comparable instrument is available from other vendors. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541360, Geophysical Surveying and Mapping Service, with a business size standard of $25 million. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Chelsea Vera, Chelsea.vera@noaa.gov All electronic correspondence shall have the subject line read: Announcement Number: NCNL4000-23-00248. All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which may be considered by the agency if received on or before 12:00 PM EST on May 05, 2023. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. This notice will remain open from April 20, 2023 to May 05, 2023.
