Description

NOTICE OF INTENT TO SOLE SOURCE This is a �Notice of Intent to Sole Source� announcement only.� This is not a request for formal proposals or quotes.� Any responses to this announcement will be treated as information only.� No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.� This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.� No funds have been authorized or appropriated for this effort. The Cybersecurity & Infrastructure Security Agency�s Chief of Contracting Office (CISA/COCO) intends to procure on a sole source basis with the National Cyber-Forensics & Training Alliance (NCFTA) for the acquisition of an annual NCFTA membership. The membership will provide mission related threat information services to improve ECD�s awareness of and quantify the severity of threats facing public safety, and national security/emergency preparedness emergency communications stakeholders through NCFTA�s Remote Partnership model. �The anticipated period of performance is for a one-year base period and four, one year option periods. In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency.� The Government anticipates the award of a firm-fixed price purchase order.� A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.� The acquisition will be conducted through the FAR Part 13 �Simplified Acquisition Procedures.�� The North American Industry Classification System (NAICS) Code for this requirement is 541690, Other Scientific and Technical Consulting Services.�Size standard is $16.5M. This notice of intent is not a request for competitive quotation.� A Request for Quotation (RFQ) is not available.� Closing date for submitting a capability statement is April 27, 2023 at 10:00 am Eastern Time.� All submissions should be submitted electronically to patricia.smart@cisa.dhs.gov and eva.shaw-taylor@cisa.dhs.gov.
