- INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition, on behalf of the National Institute on Aging (NIA) intends to negotiate and award a modification to the NIA IT Support Services task order (HHSN316201200145W/HHSN27100002). The period of performance for the contract ends on April 22, 2023. This modification would extend the period of performance through April 28, 2023. There are no other changes to the contract. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541512 � Computer Systems Design Services with a Size Standard of $34.0 million. REGULATORY AUTHORITY The resultant modification will include all applicable provisions and clauses of the Federal Acquisition Requlation (FAR) in effect through the current Federal Acquisition Circular (FAC). STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the provisions of the statutory authority of FAR Subpart 16.505(b)(2). DESCRIPTION OF REQUIREMENT Project Description Project Title: NIA IT Support Services General Requirements The objectives of this modification are to continue the NIA IT Support Services task order in order to provide information technology support for the Intramural Research Program (IRP). The IRP is comprised of the Office of the Scientific Director (including the IRP Administrative Office), nine scientific laboratories, the Translational Gerontology Branch, and ten core facilities. The Networks, Computing, Telephony Section (NCTS) provides IT support services for all NIA IRP scientific research and administrative functions, and does so by employing Federal and contract staff to provide computer helpdesk, telephony, software programming and other IT services. � �Under this task order, the contractor shall independently provide support services to satisfy the overall operational objective of the National Institute on Aging. The primary objective is to provide services and deliverable through performance IT support services. Period of Performance The current period of performance for task order HHSN316201200145W/HHSN27100002 is: Base Year: April 23, 2018 � April 22, 2019 Option Year 1: April 23, 2019 � April 22, 2020 Option Year 2: April 23, 2020 � April 22, 2021 Option Year 3: April 23, 2021 � April 22, 2022 Option Year 4: April 23, 2022 � April 22, 2023 This proposed modification will add one additional week, with a period of performance of April 23, 2023 � April 28, 2023. Contract Type Firm fixed price REASON FOR THE NON-COMPETITIVE ACTION This modification will ensure continuing IT operations support for NIA for one week while the NIA completes a new acquisition. The new procurement was competed on the NITAAC CIO-SP3 multiple award vehicle. If task order HHSN316201200145W/HHSN27100002 is not extended, there will be a gap in essential IT support for the NIA, including help desk support for employees. This could significantly impede NIA�s mission. Therefore, it is imperative that NIA extend the current contract for one week, in order to ensure uninterrupted support to the NIA mission. CLOSING STATEMENT This notice of intent is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this notice must contain sufficient information to establish the interested parties� bona fide capability of fulfilling the requirements described herein.� The statement must also include the contractor�s Unique Entity ID (UEID), Taxpayer Identification Number (TIN), and its certification of business size. All offerors must have an active registration in the System for Award Management (SAM), which can be accessed at www.sam.gov. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement for this requirement. The determination whether to proceed with the proposed contract modification is solely within the discretion of the Government.
