- National Aeronautics and Space Administration (NASA)/Kennedy Space Center (KSC) has a requirement for customer surveys that will provide in-depth analysis of the Launch Services Program (LSP) services. NASA/KSC intent to negotiate a sole source Purchase Order (PO) pursuant to FAR 13.106-1(b)(1) with Harlan Brown & Company for the 2023 LSP Customer Relationship Assessment. The contractor will be required to develop and conduct customer relationship assessments through the use and interpretation of customer surveys. These surveys will provide in-depth analysis that will facilitate better alignment of LSP services through the use of knowledge gained from previous LSP studies over the past thirteen years. Since this is a continuation of previous efforts by Harlan Brown & Company, they are the only source with the specialized knowledge of the LSP mission, culture, history, and unique customer relationships, which is key in assessing the trends over the past thirteen years. The 2023 assessment must utilize the same processes implemented over the past thirteen years in order to maintain consistency in analysis and reporting. Thereby, Harlan Brown & Company will directly input into their proprietary customer satisfaction metric. The Government intends to acquire commercial services using the provisions, clauses and procedures prescribed in FAR Part 13. This synopsis is not considered a request for proposal. There is no solicitation document available. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to zuleimy.j.alicea@nasa.gov not later than 4:00 pm ET on April 30, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
