Attachment 1: Combined Synopsis-Solicitation for Commercial Items VHAPM Part 813.106 SAP: Soliciting Competition & Evaluation of Quotations SOP Page 3 of 5 Original Date: 10/12/17 Revision 04 Date: 06/10/20 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 effective 12/30/2022; VAAR Update 2008-35 effective 2/24/2023 & Acquisition Policy Flash 23-10 effective 02/24/2023. This solicitation is set-aside for Small Business The associated North American Industrial Classification System (NAICS) code for this procurement is 334118, with a small business size standard of 1,000 Employees. The FSC/PSC is 7B22. The James H. Quillen VAMC is seeking to purchase Three interactive touchscreen kiosks with mapping software and Floor banners with QR code connectivity. Service is requesting brand name Med Map or Equal item. Salient Characteristics are below the line item list. To include mobile interactive map functions that allows visitors to simply select a destination and a moving route marker leading the individual turn by turn to destination, by QR code technology bringing maps to life. Delivery shall be provided no later than 30 days after receipt of order (ARO) and will be FOB Destination. ACCURATE anticipated lead time for delivery to be included on the quote! All quotes shall be sent to the point of contact below via email only. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: Price and technical factors. If Equal items are quoted the quoted items must meet 100% of the technical requirements listed in the Salient characteristics section below line items. Brand name of the equal item must be specified with part number. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.""
