Production of MD530 Variant and related services The U.S. Army Contracting Command - Redstone is issuing this sources sought synopsis in accordance with FAR 15.201(e) as a means of conducting market research to identify parties having an interest in and the resources that are capable of providing the Production of MD530 Variant Aircraft. �The result of this market research will contribute to determining the method of procurement. �The applicable North American Industry Classification System code assigned to this procurement is 336411, Other Aircraft Parts and Auxiliary Equipment Manufacturing. � THERE IS NO SOLICITATION AT THIS TIME. �This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.� All costs associated with responding to this Sources Sought will be solely at the interested parties� expense. In the past this requirement has been restricted to MD Helicopters, Inc., 85215-9734, CAGE Code 1KVX4/9D5S6 under the basis of the statutory authority permitting other than full and open competition of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1 �Only Once Responsible Source and No other Supplies or Services Will Satisfy Agency Requirement�.� However, all responsible sources may submit a capability statement which shall be considered by the agency.� Requirement: 1) Production of MD 530 variant aircraft including: a. Mission Equipment (as required) � � � i. Weapons Management Systems � � �ii.Weapons Planks, including Weapons Mounting Provisions � � �iii. Ballistic Armor Protection � � �iv. Auxiliary Fuel Systems � � � v. Aircraft Sensors � � �vi. Aircraft Survivability Equipment � � �vii. Aircraft Communications Equipment � � viii. Aircraft Navigation Equipment � � � ix. Technical Publications required for the operation, repair and sustainment of the aircraft and Mission Equipment including revision services. x. Non-Recurring Engineering for the testing and USG qualification of aircraft, aircraft systems and Mission Equipment 2) Initial spares for aircraft and Mission Equipment including: a. Development and provisioning of a recommended Authorized Stockage List (ASL) and Prescribed Load List (PLL) to support sustainment of aircraft and Mission Equipment over a specified time at a specified operational tempo. b. Ground Support Equipment (GSE) including Special Tools and Test Equipment (STTE) and calibrated Test Measurement and Diagnostic Equipment (TMDE) for aircraft and Mission Equipment c. Packaged Petroleum, Oils, Lubricants (POL) and color matching touch-up aircraft paint for the aircraft and Mission Equipme 3) Initial Key Personnel Training (IKPT) for Foreign Military Students including: a. Training at both CONUS and OCONUS locations (as required) b. Initial aircrew qualification training on the aircraft c. Initial aircrew qualification training on the aircraft Mission Equipment including the operation and employment of installed weapons systems. d. Initial maintainer qualification training on the aircraft e. Initial maintainer qualification training on the aircraft Mission Equipment and installed weapons systems. f. Aircrew and maintainer training on modifications installed on the aircraft or Mission Equipment g. Operator and Maintainer AGSE training 4) IKPT and Aircraft Fielding Service and Logistics Support a. CONUS and OCONUS Post aircraft delivery reassembly and return to service b. CONUS CLS and CFSR support to maintain the US Army Airworthiness Release (AWR) and support a performance objective (Operational Readiness Rate) required to achieve aircrew training goals. c. OCONUS CLS and CFSR support to maintain the US Army Airworthiness Release (AWR) and support a performance objective (Operational Readiness Rate) required to achieve Initial Fielding training goals (performance estimated to be 6 months or less). d. CONUS spares support and component Repair of Repairable (RoR) in support of all Training efforts. e. OCONUS spares support and component Repair of Repairable (RoR) in support of all Initial Fielding efforts (performance estimated to be 6 months or less). The response should include the following: 1) Capability Statement that includes but is not limited to: your company interest in competing for all the requirements as described above; detail previous experience with the production of MD-530 aircraft variants and related services and spares described above; and provide a brief description of any current contracts that you are providing production of the MD-530 aircraft variants to other government agencies. 2) Company information to include the following: Company name; point of contact, phone number, email address, Unique Entity Identifier (UEI), cage code; a statement regarding your company size status based on the assigned primary NAICS and corresponding small business size standards. If you are a small business, also provide the applicable socio-economic categories, such as Small Disadvantaged Business (SDB), 8(a) Small Business, veteran-owned business, woman-owned small business, HUBZone small business, and Historically Black College or University &Minority Institutions. Purpose and Limitations: �The Government�s intent is to determine the current capabilities.� Industry feedback is vitally important and the Government will be receptive to any and all ideas.� Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked.� The Government intends to utilize US Government contractors in the evaluation of any submitted documents.� Please limit capability statements to no more than 25 pages and must be unclassified.� Electronic submissions are strongly encouraged. �All items must be in Microsoft Office 2016 or later format or Adobe PDF format.� All information submitted is subject to verification. Additional information may be requested to substantiate response(s). Not responding to this sources sought does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on the SAM website.� It is the responsibility of any potential offeror to monitor SAM for additional information pertaining to this requirement.� Formal communication related to this acquisition shall be submitted by email to the POC below. The deadline for a response to this notice is 15 days from the date of publication. The company�s standard format is acceptable.
