1.0 INTRODUCTION The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, CA is seeking information for potential sources that can provide 500 each of Freewave Technologies, Inc. (Freewave) MM2-9X5W-CC Radio Frequency (RF) transceivers on a brand name sole source basis (FAR 6.302-1). This Sources Sought notice is a market research tool and the results will be used to identify potential sources of Freewave Technologies MM2-9X5W-CC RF. The results of this Source Sought will assist the Government in identifying and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation/request for quotation. The results of the Sources Sought will be utilized to determine if any Small Business Set-Aside opportunities exist. No specifications other than the Manufacturer Part Number are associated with this procurement. The following dates are anticipated time frames associated with this requirement: Estimated RFQ Release: 15 May 2023 Estimated Award Date: 15 June 2023 Delivery Date: 90 days After Date of Contract (ADC) Delivery Location is Naval Base Ventura County, Port Hueneme, CA 2.0 DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL/QUOTATION.� IT DOES NOT CONSTITUTE A SOLICITATION/REQUEST FOR QUOTATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT IS STRICTLY VOLUNTARY. 3.0 PROGRAM BACKGROUND & CONTRACT TYPE The Seaborne Targets Externally Directed Team of Naval Air Warfare Center Weapons Division is charged with the build-up of various seaborne (surface) targets for operational support, including the high-speed maneuverable surface target, ship deployable surface target, and other seaborne targets. Freewave MM2-9X5W-CC RF transceivers are required to sustain operation of surface target systems. Additionally, systems and enclosures currently used on surface targets have been designed around this hardware. Navy test ranges use RF transceivers to communicate with remote control targets from range facilities. The Government intends to solicit and award this procurement on a brand name sole source basis under the authority of FAR 6.302-1. The Government is contemplating a Firm Fixed Price commercial purchase order using FAR Part 12 and FAR Subpart 13.5 procedures for a total of five-hundred (500) each Freewave MM2-9X5W-CC RF transceivers. 4.0 SPECIAL REQUIREMENTS AND REQUIRED CAPABILITIES No special requirements identified at this time.� Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 225.7002 and 252.225-7014 Alt. 1, inclusive of Class Deviations 2008-O0002 (which supersedes 2006-O004 and 2007-O011), unless an exception applies. 5.0 ELIGIBILITY Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Note: FAR 52.219-14 Limitation on Subcontracting requires a small business prime on a Set-Aside to perform at least 50% of the cost of contract performance.� Small business primes may now count �first tier subcontracted� work performed by similarly situated entities as if it were performed by the prime itself. To assist in our market research and determination of any applicable small business set-aside for this effort, if you are a small business interested in priming this effort and plan to utilize �similarly situated entities� to meet the Limitations on Subcontracting, please identify the name & CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the Sources Sought Notice (SSN) in order to assist the Government�s capability determination. 6.0 SUBMISSION DETAILS This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency.� The written response shall reference solicitation/request for quotation number N6893623Q0140 and provide a capability statement that clearly indicates the firm�s experience, assets, background, and ability to provide the equipment without compromising the quality, accuracy, reliability, and schedule. Interested parties shall submit a document outlining their capabilities in meeting the special requirements and required capabilities as outlined in paragraph 4.0 of this Sources Sought Notice, taking into consideration the information also provided in paragraph 1.0, Specifications.
