NSN 9390016766261 NONMETALLIC SPECIAL SHAPED SECTION DLA Troop Support is requesting information from sources of supply for a requirement for a panel seal for applications on large cargo aircraft.� The seal is made of silicone rubber covered with molded polyester fabric. This is a ""sources sought"" notice, not a Request for Proposal (RFP). This is a Request for Information (RFI) as defined in FAR 15.201(e). Reponses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The contractor will be required to manufacture these items and satisfy the Government's delivery requirements. Responses to this survey must include documentation citing the following: -Contractor's experience demonstrating the capability to meet the Government's requirements in producing products that meet all performance requirements, and that are physically and functionally interchangeable with presently identified item. -Quality Standard (Government or Industry) that shall be in place for this effort. -Past Performance for the same or similar items. The contractor shall submit their part numbers, NSN, or nomenclature and the date of the last manufacturing effort of the same or similar items for which they have production experience. Government contract numbers, if applicable, shall be provided. -The contractor must provide information to show it possesses, or shall possess, adequate production plant facilities (equipment, tooling, and space) to enable it, or its subcontractors, to meet production delivery requirements for these items. -Reponses to this notice and Market Survey should be emailed to joel.dalafave@dla.mil no later than 0800 EST on May 8, 2023. -Labeling shall be in accordance with MIL-STD-129. -""DLAD clause 52.247-9012 Requirements for Treatment of Wood Packaging Material (WPM) applies"". RP001: DLA PACKAGING REQUIREMENTS FOR PROCUREMENT RQ011: REMOVAL OF GOVERNMENT IDENTIFICATION FROM NON-ACCEPTED SUPPLIES RQ032: EXPORT CONTROL OF TECHNICAL DATA This item has technical data some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR), and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. Export includes disclosure of technical data to foreign persons and nationals whether located in the United States or abroad. This requirement applies equally to foreign national employees and U.S. companies and their foreign subsidiaries. DFARS 252.225-7048 is applicable to this data. The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/Logistics-Operations/Enhanced-Validation/ To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data.
