- NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 13.501(a). The National Institutes of Health, The NEI Office of the Clinical Director (NEI OCD) sponsors many clinical trials annually and supports researchers when gathering and organizing the data necessary for analysis. Clinical imaging data is a vital part of many clinical studies. The NEI OCD has amassed a large collection (~15TB) of patient images and associated clinical data from various imaging studies since the 1990s, and this collection continues to grow daily. Imaging data is linked to confidential and identifiable patient health data (PII/PHI). Researchers must apply for and receive approval from the institutional review board (IRB) to access images and associated data, and identifiable data must be stored on approved, secured systems.� Access to the imaging data is a manual process directly through vendor specific imaging software split over multiple platforms.� To streamline the process of utilizing imaging data for internal and collaborative clinical projects, creating a de-identified uniform cohort of images is essential. The National Institutes of Health, National Eye Institute intends to award a sole source, firm-fixed priced purchase order to BioTeam, the contractor will provide technical expertise, development services and any necessary software recommendations to provide an operational proof-of concept process to automate the creation of a de-identified copy of clinical images stored in such a manner as to allow cohort generations for ongoing clinical trials as well as retrospective studies. All responsible sources may submit a capability statement demonstrating the ability to provide the requested services and/or products which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before April 28, 2023 at 10:00 am Eastern Time by sending an email to holleyv@od.nih.gov .
