Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BID. **Updated 4/21/23 to include a listing of current IDIQ holders and estimated timing on Request for Qualifications package posting.** The Architect of the Capitol (AOC) is issuing this pre-solicitation notice for the procurement of an Architect-Engineering (A-E) Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract to perform a variety of architect-engineer services in support of the Architect of the Capitol. The AOC is responsible for the maintenance, operation, development, and preservation of over 18,400,000 square feet of building space and over 570 acres of land within the United States Capitol Complex and outlying sites. The AOC facilities are organized by jurisdictions which include the House Office Buildings, Senate Office Buildings, United States Capitol Building, Capitol Grounds & Arboretum, Capitol Visitor Center, Library of Congress Buildings & Grounds, United States Supreme Court Buildings & Grounds, United States Botanic Garden, the Capitol Power Plant, and the Office of the Chief Security Officer.� AOC maintains facilities in the District of Columbia, Virginia, and Maryland. The AOC is currently using a multiple award IDIQ procurement vehicle to accomplish critical planning, design, engineering, and emergency response tasks in support of the Capitol Complex facilities management.� The AOC currently has eight (8) Architectural/Engineering (A/E) IDIQ firms which are used by all Jurisdictions for these efforts:� AECOM, Burns & McDonnell, DLR Group, James Posey Associates, Leo A Daly, Michael Graves, Quinn Evan Architects, and Whitman Requardt & Associates.� While the current IDIQ contract expires on April 30, 2024, it is anticipated that this procurement's ordering period will overlap AOC�s current IDIQ contract by several months.� The AOC anticipates issuing a Request for ARCHITECT-ENGINEER QUALIFICATION PACKAGES for the A/E procurement.��The AOC intends to award approximately ten (10) Indefinite Delivery-Indefinite Quantity (IDIQ) contracts with an ordering period of eight years.� The awarded contracts will utilize a total shared capacity of $150,000,000 over the 8-year ordering period. Rates will be negotiated for each 12-month period of the contract. �Each specific IDIQ Task Order will be separately negotiated based on the scope and A/E effort involved. The scope of this IDIQ will consist of the following services: Planning Services Project Administration Consulting Permitting Authority Architectural Design Services Interior Design Services Civil Engineering Services Structural Engineering Services Exhibit Design Services Historic Preservation Services Engineering Services to include: Mechanical Plumbing Electrical Electronic Acoustical, Audio Visual Fountain and Water Display Services Vertical Transportation Services Roofing and Waterproofing Services Food Service Design Services Sustainable Design Services Commissioning Services Fire Protection Services Industrial Hygienist and Certified Industrial Hygienist Services Security Engineering Services Cost Estimating Services Geospatial Services Risk Management Services Additional Services: Building Information Modeling (BIM) Services Computer Aided Design (CAD) Services Emergency Architectural and Engineering Services Project Closeout Services Detailed information on required qualifications and prior experience will be contained in the solicitation documents.� Place of performance will be primarily offsite at the A/E offices and a percentage performed at the AOC facilities in the District of Columbia, Virginia, and Maryland, commensurate with the surveying and other requirements as specified in Task Orders. Selection Process: The AOC is a Legislative Branch agency and as such is NOT subject to the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act.� These A/E Services are being procured in accordance the AOC contracting manual Section 8.5 and consistent with FAR Part 36.600 Architect-Engineer Services. The selection process will be conducted using a Two-Phase process.� Phase I consists of the initial evaluation of the SF-330s and subsequent determination of the most highly qualified firms. The most highly qualified firms will be invited to continue with Phase II of the process.� All firms not selected to continue to Phase II will be notified at that time. Phase II consists of Oral Presentations for the firms and selection of the most highly qualified firms to receive the price proposal solicitation and conduct negotiations.� The firms selected for Interview Presentations will be notified by email of selection and provided further instructions and the evaluation criteria requirements.� After the Interview Presentations are concluded the firms will be evaluated and the most highly qualified firms will be selected, requested to submit a price proposal with subsequent negotiations to follow. Award selection will be made based on the results of the Interview Presentations and successful negotiation of rates for the project, and not the SF-330 qualifications from Phase I.� If negotiations are not successful with a firm selected to submit a price proposal, they may not receive an award. Notice of Request for Qualification Package Posting: The REQUEST FOR STANDARD FORM (SF) 330s ARCHITECT-ENGINEER QUALIFICATION PACKAGES will be posted on or around 4/28/2023, at the Government Point of Entry (GPE) located at System for Award Management (SAM) database (www.sam.gov). Questions will be addressed only once the solicitation has been posted.��
