On the matrix of daily requirements starting on page 13 it appears that the requested number of role players per day is 60 role players and 10 mannequins are required. Alternately, the table on page 20, Technical Exhibit 3, while it says is for informational purposes only, indicates that 125 role players and 25 mannequins each day is the requirement. Is the requirement per day 60 role players, 125 Role players or a different requirement? Is the requirement for mannequins 10 or 25? A1. The goal is to have a minimum of 70 role players from May 16 � 18, and a minimum of 125 from May 20 - 23. Of the 70, the number of moulage victims (ambulatory/non-ambulatory mix to be determined by exercise controllers) per hour. Of the 125, 60 should be active in the first lane with 20 non-ambulatory and 40 ambulatory and the remaining 65 will be preparing for the next lane in terms of make-up, their roles, and clothing. The extra 5, are nothing more than extra role players in case someone gets hurt or does not show. The minimum number of mannequins required is 10; however, an additional 5 is requested to cover any inoperable mannequins during live lanes. 1.�� �GENERAL INFORMATION: A.��� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested, and a written solicitation will not be issued.� B.�� �The Virginia Army National Guard (VaARNG) is seeking a non-personal services contract to support the 34th CERFP - Ragnarok training event.� The contractor shall provide and manage role players, moulage and weighted manikins at the Fire Training Center, Virginia Beach, VA. C. The period of performance is May 1-31, 2023.� The training event will be conducted May 15-23, 2023. Phase-In Period: Contractor participates in pre-planning meetings and prepares for event. May 1-13, 2023. Training Event: May 15-24, 2023.� Role players shall be in place at performance location no later than 7:00 a.m. ET on May 16, 2023. Phase-Out Period: Contractor participates in and assists in preparing After Action Review (AAR) through May 31, 2023. D.�� �The associated North American Industrial Classification System (NAICS) code for this procurement is 541990, All Other Professional, Scientific and Technical Services with a small business size standard of $19,500,000.00. The Product Service Code (PSC) is R412 Support � Professional. �This requirement is being solicited as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-A-Side solicitation, and only qualified offerors may submit quotes. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02, dated March 16, 2023.� E.�� �The Government will not pay for costs associated with the preparation of a quote in response to this solicitation. F.��� To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible to ensure the representations and certifications in their SAM registration are accurate and current. G.�� �Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. H.� Interested vendors agree to hold the prices in their quote firm for 60 calendar days from the date specified for the closing of this RFQ. I.� The Contracting Officer, on behalf of the Government, intends to evaluate the quote and make an award without discussions. The Contracting Officer unilaterally reserves the right to determine if it is necessary to conduct discussions. J. The Government intends to award one contract resulting from this Request for Quote (RFQ. The offeror shall submit an electronic copy of�their dated quote via e-mail to rebecca.l.fowler6.civ@army.mil and jennifer.schwarz.civ@army.mil with the solicitation number (W912LQ-23-Q-0017) in the subject block by April 24, 2023, no later than 11:00 AM EST. Facsimile quotes will not be accepted. Offerors who do not provide all the required information with their quote may be deemed NON-RESPONSIVE for further consideration for award. In addition to the items required by 52.212-1(b), the offeror shall complete and provide the following with their submission: Business Name, Unique Entity Identifier (UEI), Commercial and Government Entity (CAGE) code, business size, point of contact name, phone number and email address. Signed and completed representations and certifications (see Attachment 3) or signed statement attesting all representations and certifications have been completed and reviewed in the System for Award Management (SAM) and are accurate as of the day of quote submission. No more than two pages addressing resources available to the contractor to ensure successful performance.� This submission will assist the Government in making a determination of responsibility. Pricing for the event.� Pricing shall include all costs associated meet tasks identified in the Performance Work Statement (PWS) during May 2023.������ $______________________ ���������� 4. ���Basis for Award: The Government intends to award to the responsive, responsible vendor whose quote is the lowest price.
