- Description
- The C-17 program management office has a requirement for a firm-fixed price contract for one (1) each NSN: 6625-01-547-4345, APU-CLAMP METER, P/N 17G245521-1, which includes one first article/production item, one first article test plan, one marking plan, and one first article test report. The C-17 aircraft contains an auxiliary power unit (APU) that provides electrical power and pneumatic power to the aircraft when the engines are not running. These powers are used for the lighting, avionics, avionics cooling, and starting engines. The APU is a small turbine engine in the forward portion of the right wheel well pod. The APU requires constant air flow to operate. The APU inlet door allows air to flow to the APU. The inlet door needs to remain opened when the APU is running because the APU consumes a large volume of air. The APU inlet door is controlled by a rotary electro-mechanical actuator. When the inlet door is properly rigged, the rotary actuator normally would shut off at fully open or fully closed position. When the inlet door is not properly rigged, the actuator would not be shut off at fully open or fully close position and keep drawing current. In such event, it can cause the actuator to overheat and fail. When the actuator fails, the door could be sucked closed causing very low pressure inside the APU inlet ducting. This would cause an APU implosion event. A means is required to test the current to the actuator to ensure the actuator is rigged properly at the organizational and depot level of maintenance. This measuring device shall meet the following requirements: 1. Shall be able to measure without opening any electrical connectors. 2. Shall be able to measure dc current from 0 to 1 amp. 3. Shall have accuracy and resolution to show current is less than 0.1a when door is fully closed or fully open. 4. Shall be able to fit around a 0.5 bundle of wiring. 5. Shall be portable and easy to use. 6. Shall be intrinsically safe or contain proper warning lab Offerors shall prepare their proposals in accordance with the mandatory, explicit, and detailed instructions contained in the RFQ. This is a 100% Small Business Set Aside. All responsible small business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the past performance information retrieval system (PPIRS), excluded parties list system (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposals will be evaluated based on the criteria stated in the RFQ. All data for this weapon system is considered EXPORT CONTROLLED.
