This is a sources sought synopsis for market research purposes ONLY. The purpose of this synopsis is to gain knowledge of potential qualified vendors that can provide and install the Intrusion System IAW the Salient Characteristics relative to NAICS 561621( Security Systems Services (except Locksmiths) (size standard of $25.0 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this source sought synopsis, a solicitation announcement may be published in the FedBizOpps or GSA eBuy websites. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this source sought announcement. The Department of Veterans Affairs, Network 07 Contract Office, is seeking sources to provide: Installation of an Intrusion System IAW the Salient Characteristics for the Central Alabama, VA Medical Center If you are interested and can provide the required supplies, please provide the requested information as indicated below. Total Estimated Cost **SEE ATTACHED TECHNICAL SPECIFICATIONS FOR INTRUSION SYSTEM** STATEMENT OF WORK Replace Intrusion Systems & Install Medical Intensive Care Unit (MICU) Access-Controlled Entry System Install new intrusion systems for Central Alabama Veterans Healthcare System (CAVHCS) at the Montgomery (215 Perry Hill Rd, 36109) and Tuskegee (Hospital Rd, 36083) Campuses and install access-controlled entry system for the Medical Intensive Care Unit (MICU) Room 2B127 at the Montgomery Campus. GENERAL The contractor shall provide all parts, labor, materials, equipment, travel, shipping, service report, and installation to install new intrusion systems for the Montgomery and Tuskegee Campuses and install access-controlled entry system for the MICU Room 2B2127 at the Montgomery Campus. Police Service Point of Contact is Contracting Officer Representative - Lieutenant Glennie McConnell, Govt. Mobile 334-590-9675 and he is to be contacted for any information concerning this work. PURPOSE: Provide new Bosch intrusion systems for CAVHCS Montgomery and Tuskegee Campuses and new Access-Controlled Entry System for the MICU at the Montgomery Campus. WARRANTY: Contractor shall provide warranty on the integrity of installation, parts, labor, and maintenance. The warranty period shall be for 12 months after completion of work. SCOPE OF WORK: Contractor provides all parts, labor, materials, equipment, shipping, travel, service report, and installation of new Bosch Intrusion systems for CAVHCS Montgomery and Tuskegee Campuses and new Access-Controlled Entry System for CAVHCS Montgomery MICU. Contractor keeps areas clean at all times, no dust, and removes debris resulting from the installation daily and as soon as the installation is completed in that area. Contractor seals all penetrations (wall, floor, ceiling) with approved VA fire- rated caulking. Contractor installs new cabling and wiring (as needed). Contractor provides and installs 25 monitors-VA2247-MH Widescreen LCD monitor and 25 workstations with 4 monitors capability. Locations to be determined by Lieutenant Glennie McConnell. Contractor tests the new Intrusion Systems and Access-Controlled system and provides documentation of testing. Contractor provides In-Service training to MICU staff, Police, and Engineering on the Access-Controlled Entry System. Contractor provides In-Service training to Police and Engineering on the Intrusion Systems. Contractor to perform installation during business hours. Afterhours installation: if approved by Contracting Officer (CO) as long as Police agrees to afterhours installation and at no charge to the VA. Contractor provides documentation of the installation. Contractor performs installation within 30 days and completes installation within 45 days from date of receiving purchase order. (Depending on available of parts). Contractor to remove old Lenel systems and take to the warehouses. Building 88 in Tuskegee and Building 12 in Montgomery. Contractor to provide detail list of other components, systems, and misc. that may need replacing. Details to include, but not limited to, components/system information, location(s), and detail quote for replacement. NOTES: All modifications shall be reviewed by CO and approved by CO in writing prior to execution. IDENTIFICATION, PARKING, SMOKING, AND VA REGULATIONS: The Contractor's Full Service Equivalent (FSE) shall wear visible identification at all times while on the premises of CAVHCS. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the CAVHCS Police Service. The CAVHCS will not invalidate or make reimbursement for parking violations of the contractor under any conditions. Smoking is prohibited inside any buildings and on the grounds/property at CAVHCS. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in citation answerable in the United States (Federal) District Court, not a local district, state, or municipal court. Obtaining a VA IDENTIFICATION Badge: Within the first month of the service contract, the contractor s service technician(s) to arrange with the Police COR to obtain identification badge. The process requires contractor s service technician(s) to bring two (2) valid forms of identification, completion of VA Form 0711, fingerprints, photograph, and possible background check. The process of receiving the Identification badge takes 2-4 weeks. INSURANCE: Worker compensation and employer's liability. Contractors are required to comply with applicable Federal and State Worker Compensation and Occupational Disease Statutes. General Liability. Contractors are required to have Bodily Injury Liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence. Property Damage Liability. Contractors are required to have Property Damage Liability insurance coverage of at least $500,000. Medical Liability. Contractors are required to have Indemnification and Medical Liability insurance coverage of at least $1,000,000.
