- Description
- The US Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA) is seeking information from industry to determine the capabilities of industry and determine interested sources for a new requirement. This is a Sources Sought Notice for Market Research purposes only. This is not a request for proposals. The Government will not reimburse for any costs incurred to submit a response to this Sources Sought Notice. The Government reserves the right to reject in whole, or in part, any private sector input as a result of this market survey. The Government is not obligated to inform respondents of the results of this survey. It is anticipated that a contract will be award using FAR Part 13 - Simplified Acquisition Procedures (and may use FAR Part 12 � Acquisition of Commercial Items). Interested sources should respond to the attached questionnaire and submit a Statement of Qualifications to help facilitate the Government's market research. The Government will analyze all of the responses and determine if this requirement is suitable to do a total or partial set-aside for small businesses. If the pool of small businesses is insufficient, the Government may elect to solicit this requirement using full and open competitive procedures. The Government does not intend to rank submissions. Description of Requirement:�This contract will support the NFRMP team and its multiple websites and online tools that communicate program activities and accomplishments and promote internal and external coordination and collaboration to meet program objectives. The NFRMP is managed by the USACE Headquarters (USACE HQ) Office of Homeland Security (OHS). The USACE Institute for Water Resources (IWR) provides staff support to the USACE HQ OHS. The anticipated contract is to support the USACE IWR Civil Works mission area related to flood risk management. IWR requires services in support of its NFRMP websites and online tools. The work under this contract includes regular maintenance and interim hosting of three websites (Flood Risk Management Program, Silver Jackets Public, and Silver Jackets Team-to-Team websites) and associated online information management and tools that include a Federal Flood Risk Management Resources (FFRMR) database and interagency nonstructural efforts table to support the NFRMP and Silver Jackets Program team. The websites and tools are used by USACE team members in all Divisions and Districts and hundreds of other Federal, state and local government entities, Tribal partners, universities and others. Submission requirements: Please submit a capabilities statement in addition to responding to the attached Questionnaire. Submissions should not exceed 25 pages with 12-point font, single spaced, using 1-inch margins. The Questionnaire, table of contents and cover pages are not included in the page count. Responses should be submitted in PDF format. Responses should describe the interested party's capabilities to complete the required services detailed below. Oral communications will not be considered.
