Description
The Library of Congress (Library) requires contract support to modernize the audio and video capabilities and infrastructure of the L. Quincy Mumford Room (Mumford Room), located in the Librarys James Madison Memorial Building. The Madison Building was completed in 1980 and the current audiovisual infrastructure in the Mumford Room, dates back to the opening of the building. The Mumford Room supports lectures for up to 180 guests, standing receptions for up to 200 guests, seated dinners for up to 96 guests, and classroom style events (not exceeding 100 guests). The modernization project will upgrade the audiovisual components of the Mumford Room and its dedicated Projection Booth. The 35mm film projectors and infrastructure once in use have been retired and removed. With the modernization project, the Projection Booth will simply become a Control Booth since projection will no longer occur in that space. The goal of the modernization project is to eliminate the use of portable audiovisual equipment and temporary cable runs, and install a permanent infrastructure that is scalable, reliable, and allows easy end-user operation to increase use of the space for both internal and public events. This project will not allow for significant modifications to the physical structure of the spaces. Current floor, wall and ceiling penetrations will be re-used to the extent possible. The contractor must identify the need for proposed new penetrations, physical mounting points, or additional electrical outlets/feeds for the Library to consider for approval. If approved by the Library, the Architect of the Capitol (AOC), and the Librarys Office of Space Utilization, Planning, and Design (SUPD), AOC personnel will perform these modifications. Attendance at the site visit on March 22, 2023 at 10 AM EST is strongly encouraged. Questions are due at 12:00 Noon EST on March 29, 2023. Proposals are due at 12:00 Noon EST on April 11, 2023. Proposals must include a signed copy of the 1449 and signed copies of amendments. Please see Section L for complete proposal submission instructions. Amendment 0001 changes the site visit date to March 22, 2023. RSVPs are required. Amendment 0002 adds two foreign acquisitions contract clauses under Section I FAR clause 52.212-5 as indicated in red text. Amendment 0003 provides Attachment J-5 - Responses to Offeror Questions. Amendment 0004 provides Attachment J-6 - Justification and Approval for Shure brand products, a revised Section C, and a revised Section M. Changes are indicated in red text. The proposal response date has been extended until April 28, 2023 at 12:00 Noon EST.
