Presolicitation Notice Page 4 of 4 Presolicitation Notice Page 1 of 4 DESCRIPTION INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Nutrition & Food Services and EYE/ PT Clinic Addition Louis Johnson VA Medical Center (VAMC) Construction located in Clarksburg, West Virginia. PROJECT DESCRIPTION: The Louis A. Johnson VAMC is seeking a general contractor to completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the construction bid documents to renovate approximately 8,920 GSF on the basement level for kitchen and offices, renovate approximately 2,950 GSF on the first floor for the Eye and Physical Therapy clinics, and construct a new two story addition of 5,730 GSF (2,865 GSF per floor) for the kitchen (basement) and PT Clinic (first floor) as required by drawings and specifications. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued June 2, 2023 (this date can change due to unforeseen circumstances, so the date shown is just an approximate). The period of performance is approximately 455 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
