Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart�12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 20233281031 and this solicitation is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-02 date 02/14/2023. This is a small business set aside. The associated NACIS code is 424690 Other Chemical and Allied Products Merchant Wholesalers and the small business size standard is 175 Employees. Contract Type: The resulting contract from this solicitation will be a firm fixed priced set forth herein. Specifications: 12.5% Sodium Hypochlorite Bleach Solution shall be provided in 275 - 300-gallon IBC Totes. Place of Delivery: The required supply shall be delivered to the Nogales International Wastewater Treatment Plant (NIWTP), Rio Rico, Arizona, Santa Cruz County. (d) Comptroller General Examination of Record. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury�s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To enter an invoice in IPP, invoice numbers should be generated using the existing numbering format and all required fields must be populated. Attachments are supported in IPP � any supplemental documentation required for invoice submission, by the terms of the award, must be attached to the invoice. If IPP cannot accommodate the file size or quantity of the required attachments: you must submit a log file, with each invoice, that includes a list of the files that you will transmit to USIBWC, through other methods (optical disc, secure file server, etc.). After IPP accepts your submission, IPP will route the invoice to USIBWC personnel for review and approval. IPP will produce a watermark on each invoice with any one of the following invoice statuses: Received � Initial status when invoice is submitted by the vendor Rejected � Invoice was rejected back to the vendor by an approver OR invoice was cancelled in GFMS Scheduled to Pay � Payment was sent to Treasury for payment Paid � Treasury sent the payment to the vendor Expired � Expired SAM registration IPP Registration If your Company is already registered in IPP: If your company is already registered to use IPP, you will not be required to re-register. Please ensure the person responsible for submitting your invoices for the contracts listed above has an active account. If not, coordinate with your company�s designated IPP administrator to establish an IPP account ahead of the deadline for IPP invoice submission. If your Company is NOT already registered in IPP: If your company is not registered to use IPP, you are receiving this email as a point of contact for your company. You will receive two emails from STLS.IPPHELPDESK@stls.frb.org to complete the registration process: 1. The first email contains the initial administrative IPP User ID. 2. The second email, sent within 24 hours of receipt of the first email, contains a temporary password. The first log in with the temporary password must occur within 30 days of receipt of the temporary password email. Registration is complete when the initial administrative user logs into the IPP web site with the User ID and password provided and accepts the rules of behavior. Webinars occur monthly and provide a great opportunity to ask the IPP team questions about the IPP application. Individuals within your company responsible for submitting invoices should review IPP materials before submittal of first invoice.
