- Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Division of JAO intends to award a firm fixed price for commercial supplies under the authority of FAR 6.302-1 only one responsible source to: MP Biomedicals LLC 29525 Fountain Parkway Irvine, CA 92618-4600 The North American Industry Classification System (NAICS) code for this requirement is 325998 All other Miscellaneous Chemical Product and Preparation. The object of this sole source award is to purchase MP Biomedicals Fast Prep 24 Instrument and DNA Extraction Kits. Illegal logging and trade are major threats to forests conservation and management. There is a forensic need to identify timber species that occur in trade to protect endangered tree species and facilitate legal timber trade. Species identification can be done genetically but there is currently lack of available DNA reference material for research and forensic use. To our knowledge there is no adequate timber DNA bank for current and future forensic applications. The OLE National Fish and Wildlife Forensic Laboratory (NFWFL) Genetic Section intends to develop a Timber species DNA bank. However, extracting DNA from timber requires a specialized equipment and chemistry including a tissue homogenizer, attachments, plastics, and DNA extraction kits. MP Biomedical�s FastPrep 24 instrument, DNA extraction kits, and consumables have been optimized and validated for timber DNA extraction for use in forensic casework. These products enable high quality DNA extraction for hard material such as wood. To our knowledge, no other DNA extraction methods and instruments have been optimized to reliably provided significant DNA yields for timber. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
