Description

The Mission and Installation Contracting Command (MICC) � Fort Eustis, located at Fort Eustis, Virginia, anticipates issuing a Request for Proposal (RFP) for the development, revision and publication of all current doctrine, tactics, techniques, and procedures (TTP) manuals for the Fires Center of Excellence (FCoE), Directorate of Training and Doctrine (DOTD), Fort Sill, OK. The Doctrine Division develops, revises, and publishes all Field Artillery doctrine publications, and reviews and comments on Joint and Multi-National publications. Due to existing personnel shortages, the DOTD and Doctrine Division require assistance in accomplishing its mission. The contractor will be required to review and update applicable documents and publications, and ensure publications incorporate emerging concepts. The contractor will also be required to produce initial drafts and final drafts of specified Army publications, including proposed graphics, in TRADOC standard single column format in text and electronic copy, to include responding to and revising publications in accordance with staff review comments. This requirement will be solicited as a 100% small business set-aside. The Government contemplates awarding a firm-fixed price contract. The period of performance is 12 months. The solicitation will be issued on or about 9 May 2023. The solicitation will be published on System for Award Manage (SAM). Interested parties are advised to periodically monitor this website for updates on the potential opportunity. This pre-solicitation notice is not a Request for Proposal and does not constitute an award commitment on the part of the Government; nor does it commit the Government to pay for any costs incurred in the preparation and submission of any proposal or other document.� Except for the information above, no additional information regarding this planned solicitation is available at this time. All necessary information will be supplied at the time the solicitation is issued. MICC-Fort Eustis will not respond to any questions or request for information until the solicitation is issued.
