Description
Pre-Solicitation Notice: The National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for Fort Unition Trading Post NHS Williston, North Dakota complete wastewater system improvements that was started but not completed in 2019. The acquisition will be conducted using Invitation for Bids (IFB)/Sealed Bid process. Type of Contract: The NPS intends to award a firm-fixed price, construction contract in response to this IFB. Solicitation No.: 140P6323B0003. Project Location: Fort Unition Trading Post NHS, State Highway 1804 near Williston, North Dakota. Project Description: We are seeking contractor interest in support of Fort Unition Trading Post NHS to complete a project that was started but not completed in 2019. Work consists of constructing two duplex centrifugal grinder pump lift stations (Housing and Visitor Center), new force main to two lift stations and new gravel less leach bed drain field system. The new duplex submersible grinder pump lift stations will include new wet wells, valve vaults, pumps, controls, plumbing and all appurtenances. New septic tanks constructed prior to each lift stations. A horizontal boring process will be required to install new sewer lines between tanks and the leach field. Demolition will be required of existing simplex lift station and existing septic tanks and temporary diversion of pumping/sewage. Previously installed items: Approximately 2000 feet of 2-inch HDPE Force main and approximately 8�100-foot drain field laterals. Government Furnished Property: Government furnished property previously not installed will be used for this anticipated project. 202 drain field gravel less leach bed chambers. Approximately 2350 feet of 2-inch HDPE force main pipe. Twenty (20) concrete riser doughnuts. Concrete distribution box for drain-field. Three (3) 2000-gallon two part reinforced concrete septic tanks. Six (6) concrete septic risers. Seven (7) Steel manhole rims/covers. Fifty-One (51) pieces of 20 foot 4-inch Sch. 40 solid sewer pipe for drain field. Miscellaneous pipe fittings and parts. Period of Performance: 210 calendar days. Estimated start time late August/early September. The final performance period start date is contingent on issuance of Notice to Proceed. Magnitude: Between $500,000 and $1,000,000. Notice of Set Aside: This acquisition is set-aside for 100% Total Small Business Set-Aside. The associated NAICS code is 237110, Water and Sewer Line and Related Structures. The small business size standard is $45 million. IMPORTANT NOTICE: Businesses registered in the System for Award Management (SAM.gov) must update their SAM registration in order to have their small business status updated based on the new size standards effective March 17, 2023. Until the SAM registration is updated, the SAM profiles will continue to display the small business status under the old size standards. Site Visit: A Pre-bid site visit will be scheduled, and the details announced with the release of the IFB. Offerors are highly encouraged to attend the scheduled site visit to ensure they fully understand the requirement and conditions that may affect the specifications, cost of project, and performance. Publicizing: The IFB package, including applicable specifications and drawings, will be posted to http://www.sam.gov Contract Opportunities and available on/about May 25, 2023. The responses will be due approximately 30 days after the IFB issue date and it is anticipated that the bid opening date will be scheduled on/about June 27, 2023. The specific date and time will be announced in the solicitation that will follow this notice. No hardcopies or email copies will be provided.
