- The US Army Corps of Engineers, Nashville District is seeking interested offerors for a supply project to customize, deliver, assemble and launch a push boat and two (2) work barges for Lake Cumberland, KY. This will be a firm-fixed-price Supply Contract. The North American Industry Classification System (NAICS) code for this project is 336611 Ship Building and Repairing. This sources-sought announcement is a tool to identify businesses with the interest in and capability to accomplish the work.� Please respond only if you intend to propose on this project when it is solicited in the future. This is not a solicitation.��� This announcement is part of our market research, and your responses are sought to identify sources that have the knowledge, skills, and capability to perform the work through a firm fixed price supply contract. Interested small business contractors are hereby invited to submit a response to the synopsis to demonstrate their technical, managerial, and business capability provide the requested scope. THIS SOURCES SOUGHT SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of small business capability to perform the anticipated work. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. All interested, capable, qualified and responsive small business contractors are encouraged to reply to this market survey request. Summary of Scope of Work: The general scope of work for this contract is for the customization, delivery, final assembly, and launching of a push boat and two (2) work barges. The resulting deliverables will include a push boat of approximately 20-foot beam, drafting 4.75 feet or less, have greater than 600 hp, outfitted with USCG lighting, depth finder, climate control, and avionics (Navionics chart plotter, sonar capable with a mega 3D sonar, radar/Flir compatible and shall also have UHF/VHF and am/fm radios). ?The push boat shall be capable of moving the barges of average loading over average conditions at no less than 5 knots. The propulsion system may be traditional drive diesel engines or a z-drive, azimuthon type.?The deck house shall also include a restroom with a marine sanitation type II head, and on-duty crew breakroom that accommodates two (2) crewmembers.?The work barges shall be designed for a light draft less than 24�. The barges shall only be operated while pinned together and affixed with a heavy duty, cabbed material handler with at least a 40� reach telescoping knuckle boom, with both a grapple attachment and a chain saw jib. The barges shall also include a heavy duty woodchipper that can receive a 21� diameter tree.?The barges shall also be equipped with a tool room, climate-controlled break room, head with marine sanitation device, engine room, fuel tanks, electric over hydraulically operated 14� wide ramp, washdown pump, hose and hose reel, and generator. �Each of the barges, will be approximately 18 feet wide and 75 feet long (36�x75� when pinned together for operations). The barges will be of an open hull design, that is water ballast capable.?These dimensions are dependent on the contractor�s stability analysis that takes into account moment forces from a material handling grapple lifting 2,000 pounds at full reach on a 40 � 45 feet long telescoping boom picking up a heavy, sodden tree of a weight near capacity of the knuckle boom while barges are pinned together.? Also, to be considered in the analysis is placement and weight of tool room, engine room and engines, fuel tanks, deckhouse, woodchipper, dumpster, and a skid steer. If these arrangements fail stability calculations or computer modeling, the contractor may propose alternate barge dimensions.?� All work must be performed within USACE guidance and in accordance with local, State and Federal requirements. Submissions: Capabilities package/response submittal must be received no later than Friday, May 5, 2023, at 10:00 AM Central Time.� Any information submitted is voluntary. 1. Interested firms having the capabilities necessary to meet or exceed all aspects of NAICS Code 336611, size standard of 1,250 employees and that can support the above scope of work should submit a capabilities package. 2. A cover letter provided for the capabilities package should include: a) Name and address of the company, b) Company�s business size status (i.e. OTSB, SB, SDB. WOSB, VOSB, SDVOSB, HUBZone, 8(a)). and c) A point of contact to include phone number and email address.� In addition, please provide affiliate information: Parent company, joint venture partners, and potential teaming partners. 3. Interested contractors should submit a list of all NAICS codes your firm is registered under. Provide at least three (3) project� examples that were completed within the last ten (10) years which similarly demonstrate the above scope of work.� Submission of project examples on the larger capacity equipment is preferred, showing broadest scope capabilities. Each project example should contain the following: a) Contract number, organization/agency supported, contract value, list/scope of work, whether your firm was the prime contractor or subcontractor, percentage of work performed by your firm, and NAICS code associated with the project. b) A brief description/narrative of how the project example relates to the scope of work described herein. 4. In addition to the above, the Government requests comments from interested parties to the following questions: a) What period of performance would your firm expect for a project of this magnitude? In other words, once awarded, approximately how long would your firm need to build, deliver, assemble, and launch the work described in the above scope of work? b) Would your firm be interested in submitting a proposal considering the anticipated scope of work? If not, what part of the scope above would prevent your firm from submitting a proposal for this project? c) What supply chain issues does your firm anticipate could affect the delivery of this requirement? d) Does your firm have any other comments, concerns or suggestions that you would like to share with the Government pertaining to the scope of work?
