- There is a Congressionally mandated requirement to provide a status on EEO complaints by 30 September 2023. To provide this report, the DHA EEO needs at least 3 months to utilize the application. To get the application into production including setting up the interface for personnel demographics and cyber security accreditation, it will take at least 3 months. To meet this mandate, the Program Management Office (PMO) requires the software, environment, and support contracts to be in place by 01 April 2023, in order to provide sufficient time for Contractor onboarding, design, implementation, and deployment before data can be transitioned into the application and then available for the Congressional report. The new Equal Opportunity (EEO) Case Management tool, Entellitrak, is a new application that is replacing the manual process currently managed through the use of a spreadsheet that is kept on a shared drive. The current process takes a significant time to document, track, review, research and update each case. This results in missing the required deadlines to complete the evaluation processes, which results in significant fines and penalties to the Agency. Due to current manual processes, DHA is being fined annually due to delays caused by to not using an approved application. In order to ensure that the Agency doesn�t continue to incur these losses, a new Equal Opportunity (EEO) Case Management tool is needed. The COTS Entellitrak application and computing environment have already been requested separately and are expected to be procured by no later than March 2023. The purpose of this procurement is to provide implementation for and sustainment of the Entellitrak application. Without the ability to get the support services that are being requested for Entellitrak in a timely manner, the Agency will continue to miss required deadlines and incur additional fines and penalties. In addition, without timely procurement of Entellitrak and support services, DHA will fail to meet the Congressional mandate to deliver EEO status report by 30 September 2023. Tyler Technology, as the Original Equipment Manufacturer (OEM) of the Entellitrak application, does not release product codes to the public and has placed restrictions on who is authorized and therefore, uniquely capable of providing maintenance and support to Entellitrak software, which are proprietary. However, Entellitrak, being a commercial product, is available through Tyler Technology partners. Therefore, only providers authorized/licensed by Tyler Technology can provide this service to support and maintain the Entellitrak infrastructure being procured by DHA.
