NOTICE TYPE:� SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE �� �Rafael Dix-Carneiro NAICS Code ���� 541618 � Other Management Consulting Services PSC� � � � � � � � � � R499 � Support � Professional: Other The U. S. International Trade Commission (USITC or Commission), intends to make an award, on a sole source basis, to Rafael Dix-Carneiro, 205 Pathwood LN, Durham, North Carolina 27705, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.� The Commission is seeking to procure 280 hours of advisory services from Rafael Dix-Carneiro. The Commission has recently been focused on estimating the affects of trade agreements on workers. Professor Dix-Carneiro is an expert in this field and he is uniquely qualified to help the Office of Economics further advance its modeling of trade policy uncertainty. Professor Dix-Carneiro developed a unique model that combines several features that are of interest to the Commission: labor adjustment costs, unemployment, trade dynamics, and trade balances. Dix-Carneiro's methodology is unique because it allows for modeling a large number of countries and industries, which is of crucial interest to the Commission. He would contribute to the Commission�s development of models that estimate the impact of trade on workers, including movement of workers across industries, adjustment costs and time required by workers accomplish these movements, unemployment, and changes in trade balance and its effects on the labor markets and trade. His work will build upon the work he has been doing with the Commission under contract 34300021P0038 and 34300022P0016. Rafael Dix-Carneiro is an Associate Professor in the Department of Economics of Duke University. Professor Dix-Carneiro authored several key papers on the dynamics of labor adjustment to trade policy changes. In his recent papers, he developed a dynamic gravity model of trade that incorporates labor adjustment costs, unemployment, and trade balance changes. Professor�s Dix-Carneiro papers have been published in top economics journals such as American Economic Review, Econometrica, and Journal of International Economics. The period of performance is from August 1, 2023 to July 31, 2024. This announcement is not a request for competitive proposals.� A solicitation will not be available for this requirement.� The intent of this announcement is for informational purposes only.� However, any information received within five days after the posting date of this notice will be considered by the Government.
