Description
ANNOUNCEMENT This is a PREQUALIFICATION OF SOURCES announcement, issued in accordance with DFARS 236.272 and the U.S. Army Corps of Engineers Acquisition Instruction (UAI) 5136.272. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow up information requests. Respondents will be notified of the results of the prequalification process. The U.S. Army Corps of Engineers (USACE), New England District is seeking to prequalify sources for Solicitation W912WJ23B0016, Construction of a new Tier 3 Main Computer Room for the Veterans Affair (VA) Hospital, Jamaica Plain campus in Boston, MA. Only those sources that submit a prequalification package and are found qualified will be eligible to compete in the resulting Invitation for Bid (IFB). The project solicitation is planned to be issued in June 2023. This procurement will be a full and open competition. All eligible firms, regardless of size standard, are eligible to submit for prequalification. The estimated magnitude of this project is between $25,000,000 and $100,000,000. BACKGROUND The new Jamaica Plain VA Medical Center Tier 3 Main Computer Room in Boston, MA will be located inside the main ambulatory building (Bldg. 1F). See attached map of the entire VA Medical Center campus in Boston, MA for reference. The Jamaica Plain campus of the VA Boston Healthcare System provides primary care and specialty services, including mental health, laser therapy for vision and cancer, and treatment for spinal cord injuries. The Ambulatory Care Center serves as a hub for outpatient care, including Audiology, Ambulatory Day Surgery, Diagnostic Imagery and aphasia treatment. Services also include substance abuse programs, neuropsychology and the only VA radiation oncology program in the region. This campus is also home to the Behavioral Science and Women�s Health Sciences Divisions of the National Center for post-traumatic stress disorder (PTSD). USACE is currently developing a construction package that involves a complete renovation and construction of a Tier 3 Main Computer Room to meet the Electronic Health Records Management (EHRM) mandate set by Congress. All documentation included and scope of work described here is subject to change prior to solicitation and is only to be used for information purposes. The scope of work for this contract includes but isn�t limited to: Construction of a Tier 3 replacement main computer room (data center) in the basement of the VA Jamaica Plain campus within approximately 3,600 SF of space. Currently includes 52 new cabinets as part of the data center. Includes all fiberoptic runs throughout the campus and HVAC cooling in the basement for the new data racks. Several duct banks runs through the campus with dual redundant runs for primary and emergency power to the data center. Rearrangement of basement space and new interior finishes including a new ceiling. Additional electrical upgrades to meet N+1 (redundancy) requirements as part of the project. Over 12,000 LF of fiber optic cable to be installed throughout various locations on campus all connected to the Data Center. New Computer Room Air Conditioning (CRAC) units to support the heat load within the Data Center. Rooftop mechanical units as part of the glycol system to support the air conditioning within the Data Center. This project will occur in active hospital environmental with patients and staff on campus. Due to the proximity to patients, strict infection control protocols must be put in place to ensure no adverse effects from construction. Further, this project will require extensive coordination and advance planning to meet project goals without any disruption to the current life critical operations on-going at the hospital. The campus is located in a tight urban location in Boston, MA with minimal space to conduct construction operations requiring further coordination of activities to ensure the campus remains operational and meets its commitment to patients. DOCUMENTATION REQUIREMENTS Each potential bidder shall submit documentation to demonstrate the construction of two (2) multi-discipline renovation (not new construction) projects within an active, operating hospital with each project having a total construction cost of $20 million or more, completed within the last ten (10) years, while serving as the prime general contractor. For each project, potential bidders should submit experience information as follows: A narrative of the project that clearly describes the scope of work performed, and the relevancy to, the project requirements as described in the background section and above. Both projects shall be provided for the potential prime bidder (the entity that will sign an SF 1442 if chosen as qualified). If the potential bidder is a Joint Venture (JV), recent and relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have experience, such projects shall be submitted for each Joint Venture partner. A project is defined as work performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the IDIQ contract should not be submitted as a project; rather, potential bidders should submit the work performed under a task order as a project. QUALIFICATION REQUIREMENTS: Experience: Projects submitted must demonstrate the construction of two (2) multi-discipline renovation (not new construction) projects within an active, operating hospital with each project having a total construction cost of $20 million or more, completed within the last ten (10) years, while serving as the prime general contractor. SOLICITATION PROCESS: Following Prequalification procedures, qualified Bidders will be invited to submit a bid in response to an Invitation for Bid. Only those contractors prequalified will be eligible to receive an invitation for bid. The apparent low bid will be reviewed for responsiveness and the bidder reviewed for responsibility. PREQUALIFICATION RESPONSES Interested firms shall respond to this Prequalification of Sources announcement no later than 2:00pm Friday, June 9, 2023, to be eligible for evaluation of their qualifications. All interested firms must be actively registered at www.sam.gov using NAICS 236220 to be eligible for award of federal contracts. Responses to this Prequalification of Sources announcement shall not exceed six (6) 8.5� x 11� pages and shall contain: CAGE Code, eligibility for federal contract awards, and active registration in SAM Experience will be evaluated for purposes of meeting prequalification standards. SAM Registration is not a prequalification standard that is passed or failed but will affect notification and eligibility for solicitations. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instructions for Future ProjNet Bid Inquiry Access: For future access to ProjNet, you will not be provided any type of password. You will utilize your Secret Question and Secret Answer to log in. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. Identify the Agency. This should be marked as USACE. Key. Enter the Bidder Inquiry Key listed above. Email. Enter the email address you used to register previously in ProjNet. Click Continue. A page will then open asking you to enter the answer to your Secret Question. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system.
