Description
This is a Market Research and Sources Sought Notice, NOT a solicitation announcement, requesting information on capability and availability of potential contractors interested in proposing on an Indefinite Delivery/ Indefinite Quantity Contract (IDIQ) to provide Strategic Planning Support to Headquarters (HQ) Army Materiel Command (AMC) in concert with Office of the Assistant Secretary of the Army for Installations, Energy & Environment. The Statement of Work includes the following: Strategic Planning Support: AMC HQ offices require knowledgeable, well-trained, and cohesive strategic planning contractor team capable of leveraging agency capabilities to consistently provide customized, high performing, and efficiency-oriented strategic planning support to. Support can be broken into the following key areas of effort: Mission Planning Support: Review and analyze documentation for current and future strategies, options, alternatives, and acquisition efforts Provide analytics and/or recommendations Prepare briefings, develop reports, and identify best practices Analyze the strategy, goals, and objectives annually and recommend updates to the Vision, Mission, and Strategic Goals Review and align planning documentation with approved updates, e.g., response to inquiries, guidance, testimony, and correspondence Provide broad-based technical support to programming and budgeting program areas to include collecting and analyzing historical data related to program requirements identification and execution Support leadership in their preparation for briefings to the National Command Authority, Department of the Army, Department of Defense, and international agencies Support Agency Federal Advisory Committee Act programs and implementation Schedule Support: Develop schedules and participate in applicable administrative duties such as end-of-day security checks, document disposal, document accountability, management of office records, preparation and processing of travel orders and vouchers, processing timecards, and other routine activities associated with day-to-day operations The contractor shall support calendar preparation, synchronization, and tracking of events and integration of activities for leadership personnel Communications Support: The contractor shall support internal and external strategic communications, correspondence, briefing, and other presentations (information papers, decision memoranda, speeches, remarks, talking points, and opinion articles) for senior leadership Assist with the development and coordination of strategies, policies, and operations documentation for logistics, facilities, environmental, and chemical surety engagements Attend strategic planning meetings and reviews, prepare meeting notes and action items to assist in future planning activities and action item resolution. Operations Support: Assist with organizational administrative processes and systems Conduct process and procedure reviews to identify existing administrative business practices that require updates. Recommend best practices and process improvements. Develop strategic plan to execute updates, secure approval, and implement approved solutions using capabilities approved for outreach across the organization Perform literature searches, conduct statistical analyses and provide technical advice to ensure compliance with new and existing laws, regulations, executive orders, policies, and other directives Develop models, reports, charts, tables; perform analyses; process data; review literature; and perform other functions as necessary on an ad hoc basis Provide broad-based programming and budgeting technical support for program areas. This includes collecting and analyzing historical data related to program requirements, identification, and execution Executive Leadership Team Support: Provide both programmatic and specialized support required by the organization Executive Leadership Teams Plan, facilitate, and assist in execution of leadership executive-level off-site activities Assist with the senior-level corporate assessment of management systems and techniques for problem solving in issues related to mission, policies, organization, workload, resources, processes, procedures, and methods. Analyze and evaluate existing management systems and techniques to clearly identify areas that require change in business practices. Review results, develop strategic plan for required updates, secure approval, and implement improvements across the agency. Recommend best practices and process improvements throughout this effort Assist with identifying agency-level corporate policies and procedures that require updates to improve overall mission operations. Research policies and procedures to clearly identify areas that require changes. Recommend best practices and process improvements throughout this effort Assess, prepare and draft recommendations for senior-level mission short- and long-range goals, objectives, and initiatives for leadership and principal staff officers approval Assist Executive or Senior Leadership with daily office management and document control. Review all documentation, (e.g., correspondence, briefings, response to inquiries, and talking points that require signature), and provide advice, status, and/or recommendations Establish an active liaison within the network of other executive officers to facilitate reviews, coordination, revisions, and decisions Duties outlined above may be performed on-site at AMC or other HQ Department of the Army facilities. Expectations to duty location must be authorized by the AMIL-EED contract manger in advance with concurrence from the AMIL-EED Chief. Support for HQDA will require occasional on-site visitation. Specific place of performance information will be provided in the contract and subsequent task orders. Contractor personnel may be required to travel within the Continental United States (CONUS) and Outside Continental United States (OCONUS). �Any specific travel requirements will be provided in subsequent task orders.� Contractor personnel may be required to work in areas and systems which contain classified information up to and including Secret. Contractor employees who�ll have exposure to classified information shall be eligible upon the time of Contract Award to possess a security clearance commensurate with the level of information for which they require access. All contractor personnel requiring unescorted access to AMC/HQDA facilities shall be required to possess and maintain a minimum of a Secret security clearance. The contract solicitation and/or subsequent task orders will identify specific security clearance requirements for contractor personnel. The security clearance level requirement will be monitored by the government upon contract award and during contract execution. Completion of a DD Form 254 will be required after award. ------------------------- This is a Market Research and Sources Sought Notice only.� No award will result from this Sources Sought Notice.� There is no solicitation available at this time; therefore, do not request a copy of the solicitation.� If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements.� It is the contractor�s responsibility to monitor the Government Point of Entry for the release of any solicitation. This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract.� Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice.� This Source Sought Notice does not create an obligation on behalf of the Government to make an award of any contract pursuant to this announcement. The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Small Business, HUBZone, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. �The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 541611 � Administrative Management and General Management Consulting Services, the small business standard for which is $24,500,000. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor�s name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Small Business, HUBZone, Section 8(a) contractor, Service Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on the first page of submission. 3. Contractor shall identify the percentage of services provided to the commercial marketplace and the percentage of services provided to government agencies. 4. Past performance/experience on contracts/projects of similar scope, describing no more than five (5) contracts complete within the past five years of the issue date of this Notice.� The past performance information should include project title, location, general description of services to demonstrate relevance to the proposed project, the Offerors� role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). 5. Describe your firm�s capability to perform and manage the tasks as noted above. The above requested information shall not exceed a total of five (5) pages on 8.5"" x 11"" paper, 12 point Times New Roman font, with a minimum of one (1) inch margins all around.� Please do not provide standard marketing brochures or catalogs.� Responses will be evaluated on the basis of demonstrated functional capability. Responses are due no later than 16 May 2023, 2:00 p.m. Central.� Responses received after this date and time may not be reviewed.
