- INTRODUCTION This Request for Information (RFI) is for information and planning purposes only and does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this request for information.� THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Aircraft Division (NAWC- AD) Lakehurst, NJ is seeking sources for the procurement of a Check Valve, P/N 510793-8 (Mfr. P/N 3-2367-8). This Item is a Critical Safety Item for Aircraft Launch and Recovery Equipment (ALRE) Steam Catapult Hydraulic Systems aboard US Navy vessels. REQUIREMENTS Manufacturer must meet all manufacturing, quality, and testing requirements. Check Valve shall be spring loaded, guided poppet type requiring 4 to 8 Pounds Per Square Inch (PSI) opening pressure. Suitable for air and/or MIL-H-22072 fluid at 3000 PSI and 275 Degrees F. Check Valve Body shall be CRES steel, material suitable for application in a salt water atmosphere. Each finished part shall be dye penetrant inspected per ASTM E1417/E1417M, Type 1, Method A, Sensitivity Level 2 and meet the requirements of MIL-STD-2035. Each Check Valve shall be hydrostatic tested to 4500 PSI with no leakage or deformation. Check Valve shall be capable of a 10,000 cycle performance test with a four-way valve providing reversal flow (.02 second full line openings) of 70 GPM at 3500 psi. Pressure spikes during performance test shall not be below 2000 psi or above 4000 psi. Item is a Critical Safety Item that will require compliances and reports satisfying all manufacturing and testing requirements to be delivered to the Navy for each Check Valve produced.� CAPABILITY PACKAGE SUBMITTAL INFORMATION AND INSTRUCTIONS It is requested that interested businesses submit to the contracting office a brief product information package demonstrating manufacturing and testing capabilities for manufacturing check valves in accordance with Government-owned technical data drawings which contain technical data whose export is restricted by the Arms Export Control Act. In order to receive the Government-owned technical data / drawings, interested vendors must forward a current, approved DD Form 2345 ""Military Critical Technical Data Agreement"" to Andrew Kolpack, Contract Specialist, via email at Andrew.j.kolpack.civ@us.navy.mil. A submitted DD Form 2345 will be validated as being current with the Defense Logistics Agency's Logistics Information Service � Joint Certification Program. For DD Form 2345 information, visit the DLIS website at http://www.dlis.dla.mil/jcp.� This documentation should address the following: Company Name; Company Address; Cage Code; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Product information (existing product brochures, datasheets and/or test results) for check valves Please note that this Request for Information is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and Government is not obligated to award a contract as a result of this announcement. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not reimburse the respondent for any costs associated with the information submitted in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary Legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
