- Description
- This is a Sources Sought Synopsis for the purpose of conducting market research in order to identify potential sources. As a disclaimer this is for informational purposes only and is not a solicitation for pricing and/or offers. The Government has a requirement for fully Contractor-operated and maintained exclusive use (EU) airplane flight services in support of Government missions in the contiguous 48 States. There may be rare occasions where services would be required in Alaska. Contractor services include provisions of an airplane, pilot(s), fuel, aircraft maintenance support, and all other associated equipment. The intended contract will be a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) with a 5 year ordering period. Capability statements from interested parties shall include the DUNS number, Small Business status, and brief description of qualifications. Location of Performance: United States contiguous 48 States. Responses are due by 14:00 MST on 17 March, 2023. Responses shall be emailed to Zachary Lee at proposal_submission_lee@ibc.doi.gov. Technical Requirements Aircraft Required: Multi engine turbine or turbofan powered land airplane equipped as specified in section B for Exclusive Use Air Tactical Group Supervisor (ATGS) operations. Crew Complement Required: Pilot-in-command (PIC) and relief PIC. Minimum Aircraft Requirements: Must have a Standard Airworthiness Certificate. Aircraft certified under 14 CFR 23 or 25. An aircraft make and model for which engineering and logistical support for continued airworthiness is provided from the current type certificate or supplemental type certificate holder. VFR/IFR, Day/Night, Known Ice Pressurized aircraft with environmental controls. Heater and air conditioner. Insured seating for three (3) passengers which includes the right front seat located in the cockpit. Removable seats for cargo configuration. Payload of 900 pounds with 4.5 hours of fuel and 30 minute fuel reserve at 8,000 feet pressure altitude and temperature ISA +20�C plus a 200 pound pilot and a 25 pound survival kit. Cruise airspeed 220 knots true airspeed at 8,000 feet pressure altitude and temperature ISA+20�C. Positive single engine rate of climb when equipped for this contract with a 200-pound pilot, one 220-pound observer, 4 hours of fuel plus a 30- minute reserve, at 5,000 feet pressure altitude, ISA+33� C. Visibility: No external obstructions within the field of regard, 9 o�clock to 3 o�clock, as viewed from the cockpit and minimal restrictions to outward visibility of the ground in level flight for the rear observers. Aircraft must be certified for single pilot operations. Minimum Pilot Requirements An FAA commercial pilot certificate or higher with airplane category, appropriate class(es), type if required and instrument rating for offered aircraft. Minimum Pilot-in-Command time accumulated as follows (a) 1,500 hours�total pilot time. (b) 1,200 hours�in airplanes. (c) 200 hours�in class to be flown. (d) 100 hours�night flying to include the recent flight experience requirements of 14 CFR 61. Multi-Engine and Single-Engine Turbine only. (e) 75 hours� actual or simulated instrument flight time (including 50 hours in flight). (f) 500 hours� cross-country. (g) 200 hours� over typical (hazardous/ mountainous) terrain and landing facilities. (h) Reserved. (i) 50 hours PIC in make and model of aircraft to be used on this contract. (25 hours if the pilot has attended a formal training course which includes ground school for the make and model and a flight check.) (j) 100 hours PIC in Turboprop or jet airplanes as appropriate. (k) 100 hours�total time in class, preceding 12 months.
