The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS).� INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.� The Office of Aviation (INL/A) provides cradle-to-grave aviation support services and contract oversight to various aviation programs in Latin America and the Middle East.� INL/A performs this mission using a fleet of more than eighty (80) fixed and rotary wing aircraft. The purpose of this Personal Services Contract is to fill the position of Senior Aviation Advisor (SAA) for the INL program at Embassy Lima, Peru.� The SAA is the senior in-country aviation advisor, responsible to the INL/A Director for providing program implementation, direction and execution oversight of INL/A provided aviation assets in support of host nation counter-narcotics (CN) efforts.� In this role, the incumbent effects high level interagency coordination among the American Embassy, host nation CN police and law enforcement agencies, aviation support services contractors, and other participating agencies.� The PSC evaluates training and operational effectiveness of in-country Department of State aviation programs, ensuring that all aviation program elements function synergistically and retain operational and logistical fluidity.�� The SAA monitors and evaluates the aviation support services contractor's performance in Safety, Maintenance, Operations, Logistics, and Training and provides oversight of all government aviation GTM personnel. DUTIES & RESPONSIBILITIES Under the direct supervision of the INL/A Director or his/her designee, the Senior Aviation Advisor will perform the following duties: Performs oversight and evaluation of contractor operations and contract performance.� Oversight includes, but is not limited to, studying and recommending approval of waivers to published directives, authorizing use of INL/A aircraft, reviewing contractor flight operations procedures, monitoring contractor and host nation pilot proficiency, and monitoring contractor training and assistance to the host nation unit. Submits weekly written reports of the contractor�s performance and activities to INL/A. Provides comprehensive monthly and scheduled award term input to the Contracting Officer�s Representative (COR) regarding contractor performance. Oversees host nation aviation training across the functional spectrum to include pilot and crew chief training, maintenance, logistics, safety, and operations training as required.� Assists INL/A in developing, coordinating, organizing, and implementing comprehensive operational systems and procedures for the INL/A Peru aviation training program.� These operational systems and procedures include but are not limited to the INL/A Aircrew Training Programs, INL/A Aviation Directive Perform oversight and evaluation of contractor operations and contract performance.� Oversight includes, but is not limited to, studying and recommending approval of waivers to published directives, authorizing use of INL/A aircraft, reviewing contractor flight operations procedures, monitoring contractor and host nation pilot proficiency, and monitoring contractor training and assistance to the host nation unit. Develops operational tactics and training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aircraft crewmember performance, skills, and safety.� These tactics and procedures will include but are not limited to night vision goggle operations and tactics and internal external load operations as required. Collects, reviews, and disseminates data on aviation tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation.� Maintains constant liaison with INL/A and INL/Peru to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. Supervises two Personal Services Contractors providing direct support to the Peru aviation contract that falls under the direction of INL/A. When required, perform the role of Duty Officer. Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.� Consultations with the INL/A are required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance for this position is US Embassy Lima, Peru. Travel within Peru and occasional travel to CONUS is required. RELATIONSHIPS The SAA will report to the INL/A Director in Melbourne, FL. The INL/Peru Director will provide general administrative and policy direction concerning the INL/Peru program priorities and objectives. The Contract Administrator shall be the INL Contracting Officer in Washington.� In no instance shall the INL/A Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions.� The Contracting Officer must authorize such changes in writing. The INL/A Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing, and completing financial and organizational analysis of enormous complexity.� Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken.� The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Peru, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) Bachelor�s degree from an accredited U.S. institution, or Associates Degree with five years� related experience, or ten years� related experience in the military, law enforcement, international development, international affairs, or public administration). Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. Five years� experience in contract oversight and personnel management In-depth knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics environment.� Extensive experience as a military or civilian aircraft instructor. Experience as an Operations Officer/Program Manager in a military or civil organization involved in the training and standardization of pilots, the tactical employment of aircraft in a low intensity conflict environment, and experience in the deployment of aircraft to OCONUS locations. Broad knowledge of and a minimum of two-year�s experience in the formulation of plans and policies pertaining to operations and unit level flight training activities.� Basic knowledge of command, communications, government intelligence procedures, and flight operations procedures. Proven ability to work effectively with host-nation counterparts, departments, and ministries to further program objectives, in a timely and concise manner. Superior negotiating, interpersonal, and managerial skills. Demonstrated ability to read and speak Spanish at the proficient level. INL will not pay for any expenses associated with the interviews. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($89,505 - $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background.
