- N0016423SNB74 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � Portable Electronic Targeting System � FSC 6635 � NAICS 334519 Issued Date: 2 May 2023 � Closing Date 1 June 2023 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey.� Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry pertaining to a Portable Electronic Targeting System to be used for small caliber projectiles up to .50 cal and preferred medium caliber up to 30mm traveling at supersonic speed.� This effort is underway to identify manufacturers with an off-the-shelf product(s) validated for precision and reliability and ready to be fielded. The Government is interested in devices with the following combination of capabilities: Portable enough for single person transport Suitable for indoor and outdoor ranges Real time shot placement Single and multi-shot evaluation Performs a range of possible calculations to include Extreme Spread, Mean Radius, and Group Size Wireless communication between range processor and target The option to add hardware that will collect velocity data Rechargeable batteries or power supplies that are available for replacement if broken Minimum Salient Characteristics: Accuracy: � 5 mm in still air conditions or half of the cartridge size, whichever is greater Minimum Projectile Velocity: 1450 fps Battery Life: 6+ hours run time per charge Raw Output Data: Relative X-Y Cartesian coordinates Caliber Type: At least all supersonic types Active Target Area: At least 4m x 4m for .50 cal and below Environmental Requirements: Operational Temperature: 14� to 140� F Humidity: Fully sealed against moisture Rain: Operational in light rain Wind: Fluctuating wind at target affects accuracy Storage Temperature: 20� to 90� F The Naval Special Warfare � Weapon Systems Division at NSWC Crane is interested in receiving feedback and product information from industry in support of potentially upgrading their Portable Electronic Targeting System.� A technical description of the product(s), such as physical characteristics, operational features, performance data, and photographs are of particular interest to assist in establishing the readiness of manufacturers� ability to produce a viable product in the timeline stated above. All interested parties are strongly encouraged to submit an abbreviated synopsis or white paper.� This white paper should not exceed 3 pages per item and should include: current Technical Readiness Level, a preliminary production schedule, place of manufacture, and cost estimate. This submission may be in the form of commercial product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware.� Potential sources should also provide any test results on the item(s) if applicable.� Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
