Description
The Federal Aviation Administration intends to award a single source contract to Verocel Inc.in Westford, MA. The Federal Aviation Administration (FAA) proposes to develop and produce a set of new Safety Computer (SC) units to replace the current computer fleet.� The acquisition will utilize single source procedures. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA.� The current SC version is unrepairable and unsupportable due to key components becoming obsolete; this procurement is intended to obtain a repairable and supportable SC that performs the same function. It is in the best interest of the FAA to award a contract to Verocel on a single-source basis because Verocel, the original developer and producer of the prior version of a computer serving the same unique purpose within the Wide Area Augmentation System (WAAS) program and are uniquely capable of meeting the FAA�s requirement.� Verocel has expertise in the SC�s design and production by virtue of having developed and produced the prior and currently-in-use version of the SC. Verocel already maintains in-house certification capacity, a vital capability that produces immediate time and cost savings to the FAA.�� The components of the new SC must be re-certified against more than one assurance standard, which is a significant element of work to be done. Bringing a new Contractor on board to execute this effort, would extend cost and schedule, which is unacceptable, especially in meeting the critical timeline(s) for the FAA. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to Verocel Inc. and is not available for full and open competition.
