This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 238220, (Plumbing, Heating, and Air Conditioning Contractors) with a size standard 19 Million dollars. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is seeking to identify any vendor capable of providing Backflow prevention device testing at the Leeds MA VAMC per the Performance Work Statement below. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 9:00 AM EST, 08-May-2023. Boland VAMC is required to test backflow preventer devices annually; and by a Certified Backflow Preventer Device Tester (310 CMR 22.22 (13)a). Provide professional services to include all labor, transportation, materials, apparatus, tools, equipment and permits necessary to test and repair all backflow prevention devices at Central Western Massachusetts VAMC (421 N Main St, Leeds, MA 01053) and 6 Cherry St, Northampton, MA 01053. A contract is anticipated to be awarded for a base year (12 months) with (4) potential annual option years to be exercised at the discretion of the Contracting Officer. PROJECT SCOPE OF WORK All tests will be performed by a certified backflow tester. With each device that is tested the tester will prepare a paper copy of the test report to be left with the site point of contact. Example test form in Attachment A. Each report shall include the device location, serial number, tester s name, signature, test date, and test results. This requirement shall include a repair line Any operational issues that cannot be immediately repaired and retested, shall be communicated to the COR, a repair and retesting plan shall be communicated within 24 hours, including a quote for the repairs. Regulations require the repair and re-test of defective devices be completed within seven calendar days of the failed test. In the event of a backflow failure, the VA will reach out for a test and repair plan. The Contractor will respond within 24 hours to provide a service date. If repairs are required, the Contractor will provide a repair quote within 24 hours. Following a repair the Contractor will provide a test report (e.g., attachment A). Work will be in accordance with applicable VHA, OSHA, EPA, and Mass DEP standards and regulations. See the list of backflow prevention devices to be tested below and it s respective location, size, model and serial number. The VA reserves the right to additional backflow tests to this requirement at an additional cost. Credentials of all technicians performing the testing and repair will be provided to VACWM COR 2 weeks prior to initiation of testing and repair. CODE REQUIREMENTS All work will be done in accordance with OSHA requirements. In the event the VA COR or POC identify issues with safety, the work will be stopped until the issues are addressed. Work Location and Restrictions: Testing will be coordinated 7 calendar days in advance of the planned work. Any required shutdowns will be planned at least 72 hours in advance of the planned work. All work will be done between the hours of 7:00AM to 3:30PM Monday through Friday, or weekends, holidays excepted, unless other times are arranged in advance and approved in writing by the COR and no additional charges are accrued . When the Contractor s work interferes with hospital functions, such as when work produces excessive noise, odors, dust, utility service interruptions, or other interferences with normal hospital operations that cannot be contained within the area of work, the Contractor will schedule said work at other than normal hours and as directed by the COR at no additional cost to the Government. ARRIVAL (CHECK-IN/CHECK-OUT) REQUIRMENTS: The certified tester shall report to the COR to check-in/check-out. This check-in/check-out is mandatory. At the time of departure, provide all test reports to the COR. Work sites shall be left in the same manner of cleanliness and order in which they were found. IDENTIFICATION, PARKING, SMOKING AND VA REGULATIONS: The Contractor shall wear visible identification at all times while on the premises of the VAMC. It is the responsibility of the Contractor to park in the appropriate designated parking areas. The VAMC will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. The Department of Veterans Affairs is a smoke free environment and smoking is not permitted at the facility. All Contractor personnel are subject to inspection of personal effects when entering or leaving the project site and shall have state ID and an appropriate form of commercial identification. Possession of illicit drugs, alcohol, and weapons are prohibited. Enclosed containers, including tool kits, shall be subject to search. Proper PPE shall be worn, as necessary to the task being performed and/or the area, where work is being conducted. COVID-19 Precautions: Surgical Masks are required to be worn while in buildings. See internal VA COR for precaution updates prior to arrival on station. COVID-19 precautions can potentially change at any time; Contractors shall be required to follow all current COVID-19 regulations.
